Description
The Centers for Medicare and Medicaid Services (CMS) intends to award ona sole source basis, under the Simplified Acquisition Procedures (Dollar Threshold of $100,000) a firm fixed price award to the National Council for Prescription Drug Programs, Inc., 9240 East Raintree Drive, Scottsdale AZ 85260 for ?Licenses for NCPDP database of Pharmacy Codes and Data Information? for electronic delivery to CMS on a weekly basis with a monthly master file distribution. NCPDP is an ANSI-accredited standards development organization. Provides a forum and marketplace for a diverse membership focused on health care and pharmacy business solutions. NCPDP is a member driven organization that has been named in various government legislation, such as HIPAA and the Medicare Prescription Bill. A national pharmacy provider database is required for use by designated CMS staff and contractors performing work within the scope of the Drug Discount Card Program and Part D Prescription Drug Benefit; moreover, it is essential for the implementation of the Drug Data Processing System (DDPS) that supports the Part D Prescription Drug Benefit. The contractor shall provide four user licenses for data and standards for use by appropriate CMS staff and associated contractors performing work within the scope of the Medicare Modernization Act of 2003. The contractor must be able to communicate with CMS via secure FTP connection. The contractor shall plan and participate in an initial meeting/kickoff conference between the government task leader and CMS representatives upon award of this order. The contractor shall provide a work plan that details the tasks to be performed (with dates) and the timelines for completion. The contractor shall provide an initial full file of all National Drug Codes (NDC), and Uniform Product Codes (UPC), and Health Related Item Codes (HRI) data elements and a full copy of the standards including a data dictionary and all related documentation via a secure file transfer. The contractor shall provide a description and flow diagram of the audit trail procedures and documentation retained to ensure the integrity of the data provided. The contractor shall research questions identified by CMS about the data received. NCPDP is the only Standards Development Organizations (SDO) that has a focus on pharmacy services, and has the highest representation from the pharmacy services sector of healthcare. NCPDP is the sole provider of this data. CMS needs to acquire licenses for mandated provider data. All responsible sources may submit capability statements in consideration to the Agency at the above address.
