Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisition Procedures (Dollar Threshold of $100,000) a firm fixed price award to the American Hospital Association, 325 7th Street, NW, Suite 700, Washington, DC 20004-2802 for ?Hospital Cost Monitoring?. This contract continues the work performed under five previous contracts with the American Hospital Association: Contract #500-80-0066, awarded September 26, 1980; Contract #500-87-0039, effective June 30, 1987; Contract #500-92-0003, effective January 1, 1992; Contract #500-97-0001, effective April1, 1997, and Contract 500-03-0006. These procurements obtain hospital financial and utilization data for hospital cost monitoring, actuarial studies and economic research. This contract extends delivery of output from the National Hospital Indicators Survey and from the Annual Survey through January 31, 2007. These data are used by CMS to analyze the quarterly movements in the hospital market basket relative to trends in hospital revenue, expenses, and utilization. On a quarterly basis we analyze market basket movement relative to the Consumer Price Index, the Producer Price Index, and Employment Cost Index, Employment, and other related measures. However, without the quarterly data from the National Hospital Indicator Survey we have no way to evaluate quarterly trends in revenue, expenses, and utilization. The MMA required OACT to rebase the market baskets more frequently than every five years. Data from the NHIS will be used to evaluate the relevance of the current market basket and as an indicator of when we need to rebase. This data will also be used to evaluate the accuracy of the newly created Quarterly Services Survey from the Census Bureau, which just began collecting data on hospital revenue, expenses, and utilization. CMS creates and maintains a national baseline for marking the levels and inflation rates of total health care spending and its components. The American Hospital Association (AHA) hospital data are an integral part of this work and are necessary to meet the agency?s minimum needs for information about the effects of health policy on the nation?s hospitals. The AHA?s hospital data are unique and contain information about the nation?s hospitals that is not available from any other source. The AHA is the only responsible source for procurement of the data we propose to continue to purchase. The AHA owns the data and has established data collection and processing systems under the current scope of work to support the analyses required by this contract. This contract is a continuation of five previous contracts with AHA, which has supplied the National Hospital Panel Survey, the National Hospital Indicators Survey (previously the Panel Survey) and the Annual Survey of Hospitals since September 26, 1980. CMS has supported both intramural and extramural research since that time using these data, which have become an integral part of several large CMS data bases, including our national baseline for marking the levels and inflation rates of total health care spending and its components.
