- SOLICITATION NUMBER FA8107-06-R-0002, 327 Aircraft Sustainment Group Contracting Division, TINKER AFB, OK 73145-3032, for additional information contact Contracting Officer, Linda King/327 ACSG/PK/(405)739-5453. SOLE SOURCE Item Description: The 498th Missile Sustainment Group at Tinker AFB, OK will execute a Product Improvement Program (PIP) to repackage the Programmable Intelligent Multi-Purpose Fuze (PIMPF). The current production PIMPF is 5 inches in diameter. The Advanced Unitary Penetrator (AUP-3(M)) warhead carried by the AGM-86D Conventional Air Launched Cruise Missile (CALCM) has a 3-inch diameter fuze well. Therefore, the objective of the PIP will be to repackage the 5-inch production PIMPF into a 3-inch form factor to fit into the current AUP-3(M) fuze well, without functional changes to the current production 5-inch fuze performance and safe & arming functionality. This fuze will replace the Hard Target Smart Fuze (HTSF) currently in use in the AUP-3(M) penetrator installed in the AGM-86D. The HTSF has design life issues that will affect future serviceability. This effort will cover full US qualification, verification testing, and production of the 3-inch version of the PIMPF. This requirement will be a 3 year firm fixed price contract. A Undefinitized Contract Action (UCA) is anticipated and approximate NTE solicitation issue date will be 17 Sep 06. The anticipated award date will be 19 Oct 06. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1. Written procedure will be used for this solicitation. Only written or faxed requests received directly from the requestor are acceptable. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
