Description

The Bureau of Land Management (BLM) anticipates awarding a contract on a sold soruce basis to J Paul Balserak. The contractor shall develop an automated system for tracking and reporting actual employee headcount and full-time equivalent (FTE) usage and projecting and reporting projected FTE usage for the fiscal year based on current employment levels and historical seasonal hiring trends. The contractor shall develop guidance on BLM non-appropriated and collections and receipts, that includes, training select BLM Budget Group staff in various aspects of BLM collections and receipts by providing staff with an in-depth understanding of technical aspects of how they are integrated into the budget process from the BLM level, to the Department of the Interior (DOI) level to the Office of Management and Budget (OMB) and the relationship to congressional and overall government fund scoring. The contractor shall review BLM's Budget Office budget execution operating system and protocols of instruction with the DOI, OMB, and prepare and offer continuous improvement proposals/processes. THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSE ONLY: NO COMPETITIVE RFQ WILL BE AVAILABLE. This award will be made on or about the 10th calendar day from the date this announcement appears. The NAICS code for this acquisition is 561110 Interested vendors may identify their interest and capability to respond. However, all responsible sources may submit a bid within five days of the date of the publication of this announcement, which will be considered by the Government. A determination not to continue with the acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
