- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/supply/homepage.htm. Naval Surface Warfare Center (NSWC) Crane Division has a requirement for the procurement of RF oscillators made in conformance with Norden Source Control Drawing 964-018-0003. These oscillators are used in the Navy APS-130 navigation radar system. The resulting contract is expected to be a 5-year, firm-fixed price, indefinite delivery, indefinite quantity (IDIQ) supply contract. The contract minimum quantity is for 20 each inclusive of first article units and the maximum quantity is for 50 each. First Article delivery will be FOB Destination starting 10 months after receipt of initial order. Production delivery is to start NLT 30 days after First Article acceptance. Inspection and acceptance will be at destination by NSWC Crane personnel. A solicitation will be issued using other than full and open competition to TRAK Microwave Corporation, 4726 Eisenhower Blvd., Tampa FL IAW FAR 6.302. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. This solicitation will be available on or about 15 AUG 2006 at the following address: FedBizOps http://www.fbo.gov , the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil and the Crane webpage at http://www.crane.navy.mil/supply/homepage.htm . No hard copies of the solicitation will be mailed. The offeror must download from the www site listed. Offer must be submitted in the format specified in the solicitation. Submitting a bid from the NECO website by clicking on ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of the offeror to download the RFP and to submit offers to the POC at NSWC Crane. NAICS Code 334511; FSC Class 58. The POC is Mr. Chris Bolen, Code 0563WD, at Tel 812-854-1423, or email: christopher.bolen@navy.mil The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, TRAK Microwave Corporation, 4726 Eisenhower Blvd., Tampa FL 33634-6391, under the authority 10 U.S.C. 2304( c)(1) as implemented by FAR 6.302-1. The design and drawings for the oscillator are owned by TRAK Microwave Corp. and the Government does not own a complete technical package or documentation necessary for full and open competition. Interested parties may respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 26 applies.
