Description
The Department of the Treasury, Bureau of the Public Debt (BPD) on behalf of the Denali Commission (located in Alaska) intends to issue a solicitation to obtain technical assistance for communities and for assistance to the Denali Commission with the grant application process. The Government intends to award a contract for a base period consisting of date of award through September 30, 2007 plus four one-year options with the possibility of a fifth option period to complete a 60 month cycle. SCOPE OF WORK A survey undertaken in 2000 identified 288 rural Alaska communities that needed health care facilities. The Commission has taken on the challenge of building primary care clinics to meet the long-term health care needs of rural Alaska. The purpose of this contract is to provide technical assistance to communities that are interested in establishing health care clinics in their communities and assist the Denali Commission with the grant application process. REQUIRED SERVICES The Contractor shall conduct Commission-sponsored workshops located in Anchorage or in communities as appropriate for health care needs. The Contractor shall develop attendance lists, agendas, and modify briefing materials to meet audience needs. The Contractor shall conduct the workshops and provide technical assistance and guidance to potential grantees. The goal of the workshops is to provide sufficient information to begin or revise the conceptual planning business plan review. The Contractor shall distribute primary care clinic application materials to communities. While these materials are located at www.denali.gov, materials may need to be developed in hardcopy, on CDs, or other media. As business plan packages are developed, the Contractor shall provide necessary assistance, which may include obtaining additional information on economic conditions, medical needs in the area, attending community meetings, responding to questions received from the community . The Contractor shall schedule and conduct meetings with communities to review draft business plans to ensure that the plans meet the requirements of the Denali Commission grant process. The Contractor shall assist communities in drafting and finalizing conceptual planning agreements. The Contractor shall participate on the Technical Assistance Subcommittee (TASC), as such the Contractor shall assess business plans and/or conceptual planning agreements to determine whether they meet the Denali Commission requirements. The Contractor shall document the assessment and prepare a draft letter outlining the subcommittee?s recommendation. The Contractor shall attend and participate in the monthly TASC meetings. The Contractor shall participate in the yearly evaluation of the current grant application process.
