Description
NAICS Code: 811310 Under authority granted in FAR 13.501, the US Environmental Protection Agency intends to seek a quotation on a SOLE SOURCE BASIS from AVL North America to complete a AVL GEM 201L Advanced automation system. The GEM 201L is a commercial product available for automated emission testing on chassis dynamometer test cells. EPA now possesses a portion of the GEM 201L system that was supplied under separate contract (68-C-02-024) by a subcontractor. This procurement is to complete and upgrade this existing system. The nature of the acquisition requires a contractor that possesses the proprietary software for this system. AVL is the only vendor known that can supply the compatible software and is the only vendor that currently knows how to install it with the current software that EPA owns. This system is critical to EPA's ability to automatically calculate the emissions from the vehicle tests, format and print reports, download data to computer hard disk, and archive the data from each test run with the applicable Quality Assurance test results appended. Obtaining correctly calculated results and development of test reports are critical to providing research results for publication. No other contractor has or can obtain these capabilities because a market survey revealed that the entire system would have to be replaced at greatly increased cost if another vendor with a comparable system were used AVL is the only known source able to satisfy the Government's requirement because only they have access to the proprietary software code and are the only ones with technicians that know how to install the remainder of the GEM 201L Advanced automation system. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability and respond to the office identified above. Documentation must be received by August 11, 2006 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties should submit a written response to Matthew J.
