Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation # NLS07002 is hereby issued as a Request for Proposal (RFP) for the administration of an offsite comprehensive braille transcribing and proofreading training program for The National Library Services for the Blind and Physically Handicapped (NLS/BPH), Library of Congress. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-2006. This is a full and open completive procurement. Responses to this solicitation must be submitted in two separate volumes. Volume 1 - Technical Proposal and Volume II - Price Proposal. The Offeror's Technical and Price Proposal must demonstrate a clear understanding of the nature and scope of the work required. Failure to provide a realistic, reasonable and complete Technical Proposal may reflect a lack of understanding of the Statement of Work requirements and may result in a determination that the Offeror is technically unacceptable. The offeror must provide the completed Vendor Survey sheet provided with this RFP. The offeror must provide a firm fixed price for performing the scope of services. Offerors shall provide pricing for the base year and four (4) option years. Proposals must be submitted electronically (via email to rser@loc.gov) and in hard copy. Hard copy proposals must be submitted with one original and two copies. Proposals are due on or before 2:00 pm 08/18/2006. Proposals received after the due date will not be accepted. Any questions regarding this solicitation must be submitted in writing to Rene Servin via email at rser@loc.gov. The cut off date for questions is 08/11/06 . The Library reserves the right to award without discussions. STATEMENT OF WORK Braille Transcribing and Proofreading Training Courses The National Library Service for the Blind and Physically Handicapped (NLS/BPH), Library of Congress, administers the free library service that loans recorded and braille books and magazines, music scores in braille and large print, and specifically designed playback equipment to residents of the United States who are unable to read or use standard print materials because of, visual or physical handicap. NLS administers the program through a network of cooperating libraries throughout the United States, in U.S. territories, and to eligible American citizens residing abroad. 1. Background NLS administers a Braille certification program for the United States. This program includes developing specifications for all braille products, advising on braille research and development projects, preparing guides and teaching manuals on all codes of braille, training, recommending certification, and advising volunteers and others who produce braille. NLS also offers braille training courses leading to Library of Congress certification in literary, music, and mathematics proofreading and transcribing. NLS seeks a contractor to administer offsite a comprehensive braille transcribing and proofreading training program. This training program includes the literary braille transcribing course, the literary braille proofreading course, the mathematics braille (Nemeth code) transcribing course, the mathematics braille (Nemeth code) proofreading course, and the music braille transcribing course. The contractor must possess expertise in braille, Nemeth Codes for math braille, and be recognized as an expert in literary, math, and music braille. 2. Scope of Work The contractor will provide the full range of activities necessary to deliver the following services: a. Provide information to students on eligibility requirements in order to initiate the training process to achieve Library of Congress proficiency certification in any of the five offered categories: literary braille transcribing, literary braille proofreading, mathematics braille transcribing, mathematics braille proofreading, or music braille transcribing. (See Attachment 1 for a listing of requirements.) b. Provide course information to students to help them make an informed decision on seeking certification in braille transcribing/proofreading. (See attachment 2 for course information) c. Provide students with information on equipment required. (See Attachment 3) d. Provide students with the application and instructions on how to enroll. (See Attachment 4) e. Ensure that all applications received are recorded into an automated system, acknowledged and processed accurately, and that materials requested are mailed within five workdays. f. Develop communication strategies with instructors, evaluators, and transcribers so that students and/or teachers can be kept abreast of progress via NLS and the contractor. g. Ensure that when trial manuscripts are received from students that they are processed and evaluated by certified transcribers and/or proofreaders within 30 workdays. h. Ensure that pass/fail trial manuscripts are recorded in an automated system and results forwarded to NLS. i. Ensure that results of all pass trial manuscripts are forwarded to NLS for processing of certification award by the director, National Library Service for the Blind and Physically Handicapped and the Librarian of Congress. 3. Government Furnished Information: a. Library of Congress Regulations pertaining to the congressional mandated responsibilities of NLS for the Blind and Physically Handicapped. b. National Library Service for the Blind and Physically Handicapped directives and operating policies and guidelines; policies, precedents and formats available to provide general guidance for topics that require interpretation and adaptation to new and unique situations encountered. c. Access to the NLS automated database system of the Braille Development Section in order to carry out assigned functions. 4. Government Furnished Property: -To be determined. 5. Performance Requirements: The contractor shall furnish all personnel and include all costs associated with the performance, including but not limited to: labor, supervision, administration, supplies, postage and other services that may be necessary during the performance of this contract. 6. Delivery Requirements: The contractor shall meet with the NLS contracting officer?s technical representative (COTR) within five workdays after notice of award to review and clarify any areas of the Statement of Work (SOW). 7. Contractor Performance Standards: Performance will be monitored throughout the effective period of the contract using the following criteria: a. Exercises independent action in day-to-day offsite work planning and organization, setting priorities, and coordinating efforts with the NLS Administrative Coordinator and the COTR of this project. b. Demonstrates sound judgment in resource planning, establishment of performance goals, and related matters. c. Handles large request for materials by setting priorities effectively. d. Meets National Library Service and Library of Congress standards in processing documents, ensuring that the ultimate goal of Library of Congress Certification in Braille Transcribing and Proofreading (Literary, Mathematics, and Music) is achieved.
