Description

The project consists of the contractor providing all plant, labor, materials, equipment, appliances, permits, transportation and supervision necessary for the construction of Project FTQW049012 entitled Mobility Storage Addition at Eielson Air Nation al Guard Base, Alaska. Project consists of a Steel-framed addition (approx. 11,000 SF) to the existing supply warehouse with metal panel walls and a built-up roof. Addition shall be constructed on a reinforced concrete foundation and slab complete with i nterior walls and insulated overhead doors. Interior work includes electrical, mechanical, fire protection, and lighting systems. Site work includes pavements and landscaping. In addition, there is approximately 3,000 SF of administrative area that will be renovated. This includes demolishing a weapons vault, and contructing a new fire pump room. Estimated magnitude of construction is between $4,000,000 and $6,000,000. The total construction performance period is 395 days after receipt of Notice to Proc eed. The solicitation issue date is on/about 3 August 2006. Proposal closing date is on/about 1 September 2006. A mandatory site visit shall occur on/about 17 August 2006. All questions must be submitted in writing per directions below. The solicitation w ill be available thirty (30) calendar days from the issue date of the solicitation. Solicitation will be available from the National Guard posting site for Electronic Business Solicitations, (EBS) on line at http://www.nationalguardcontracting.org/Ebs/Adve rtisedsolicitations.asp. All requests for the solicitation shall be accomplished through the EBS Website. Interested bidders are required to register on the EBS Website to access and download the solicitation. Furthermore, all interested bidders shall be r egistered with the Central Contractor Registration (CCR). Registration information can be obtained at http://www.ccr.gov/. The solicitation and associated information EXCLUDING the Specifications and Drawings will be available on the EBS Website. All Speci fications and Drawings will be available from the Federal Technical Data Solution (FedTeDS) website at https://FedTeds.gov/. Interested bidders shall register on the FedTeDS website to access and download the specifications and drawings associated with the referenced project. The contract will be awarded under Sealed Bid procedures specified in the solicitation. Award will be made to the lowest responsive, responsible bidder. This project is an UNRESTRICTED ACQUISITION in accordance with the Competitiveness Demonstration Program, however, small businesses, service-disabled veteran-owned small businesses, HUBZone Small businesses, small disadvantaged businesses are encouraged to participate. The HUBZone preference is IAW FAR 19.1307. The North American Indust ry Classification System (NAICS) Code is 233320 and the size standard for Small Business is an average of $31 million annual receipts for the past 3 years. A small business subcontracting plan will be required if the offer is a large business and must be s ubmitted with offer. The solicitation package, amendments and site visit minutes will be issued via the web only. All questions will be received via email only with responses being posted to the web. A firm fixed price contract will be awarded as a result of this solicitation. All contractors and subcontractors will be required to register for the solicitation prior to trying to download. This registration will also ensure an email notification ensuring all contractors receive all information/amendments etc . However, it is the responsibility of the contractor to frequently check the web site for all notices, amendments etc, regarding this solicitation. The government will not be liable or responsible for any email notifications not sent or received by contra ctors regarding this solicitation. Receipt of offers will be approximately 30 calendar days after issuance of the solicitation.
