Description
Semiconductor Manufacturing Information and Pricing Data – U.S. Dept. of Commerce, National Oceanic and Atmospheric Administration (NOAA), on the behalf of Bureau of Economic Analysis (BEA) plans to negotiate on a non-competitive basis with In-Stat, a division of Reed Elsevier Inc., 6909 E. Greenway Pkwy Ste 250, Scottsdale AZ 85254-2149 for the award of a contract under FAR part 13 Simplified Acquisition Procedures. This acquisition for Other Than Full and Open Competition is pursuant to the authority permitted under FAR subpart 6.302-1 (1) and 41. USC 253 (a) (1), “only responsible source and no other supplies of services will satisfy agency requirements”. Statement of Work Section 1 – Introduction/Background BEA provides many economic measurements s part of the National Income and Product Accounts (NIPAs). The NIPAs are used for a variety of purposes in setting national economic policy and in forecasting and interpreting macroeconomic activity. They include gross domestic product (GDP), which is considered the most useful summary measure of the nation’s production. BEA, as one of the world’s leading statistical agencies, collects source data, conducts research and analysis, develops and implements estimation methodologies and disseminates statistics to the public. Section 2 – Statement of Objectives The BEA is the nation’s economic accountant, producing measures such as GDP, one of the most important statistical releases for its effect on financial markets. The semiconductor industry is important for GDP estimates - where trade in semiconductor devices is one of the components - and for the industry accounts - the semiconductor industry is amoung industries with the highest value-added within manufacturing. The objective of this procurement is to obtain data on the operations, including prices, costs and unit sales of microprocessor chips for a key producer in the industry: Intel Corporation. These data will be used to assess the deflator for the value of imports and exports of semiconductor devices. These data must include a consistent set of data series for at least 10 years. The procurement of quarterly data on Intel's prices, costs, and unit sales and adjustment of the semiconductor trade price indexes is important in assessing the accuracy of our GDP estimates. The data must be quarterly, for highly granular product classes and must be available for at least 10 years. The Bureau of Economic Analysis will use these data to construct an adjustment to our price deflators for imports and exports of semiconductor devices. The following are the data requirements: 1. The data must be available quarterly 2. The time span covered must be 1993 - 2005 3. Data must be available for all of Intel's chips: desktop, mobile, and server. 4. The vendor will provide the following variables from their database for all of Intel's chips: a. List prices (as reported by Intel) b. Prices adjusted for bulk discounts c. Unit shipments d. Manufacturing cost e. Attributes of the chip (speed, cache, process, technology, and Intel chip family identifier). Interested parties who believe they can meet the Agency’s requirement are requested to submit in writing an affirmative response; all responses must include detailed technical information and other technical literature demonstrating their ability to meet the above requirements. In your response you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit documentation will result in the agency proceeding as stated above. A determination by the agency not to open competition is solely within the discretion of the agency. In accordance with FAR 5.101 (a) (2) a written affirmative response must be received no later than 10 days after the publication of this posting (synopsis not required/price).
