Description
The Office of Habitat Conservation (HC) requires maintenance and design of their Internet and Intranet web pages, including updating information in a timely manner and enhancing the usefulness of the web pages, as necessary. The Webmaster will develop an Office intranet site with an online resource library. These services will be acquired using simplified acquisition procedures, FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The NOAA Fisheries Headquarters Information Management Coordinating Committee has ratified ColdFusion as the standard for developing dynamic web pages. Web pages are coded using standard HTML, XML, XHTML, CSS, DOM as specified by the W3C. Web pages are to be viewable by a variety of browsers. This is to ensure NOAA Fisheries web pages are viewable as intended by the web authors. Designing and testing multiple browsers ensures the information is viewable by the widest audience. Section 508 of the Rehabilitation Act of 1973 requires that electronic and information technology developed, procured, maintained, or used by the Federal government be accessible to people with disabilities. Scope of Work and Schedule: The contractor shall provide services on-site at 1315 East West Highway, Silver Spring, MD 20910 during normal working hours. The contractor will be provided with a workstation and necessary computer equipment, software, and IT support to carry out the required tasks. The contractor must be familiar with NOAA policies and procedures as they relate to the required tasks and shall make full use of existing NOAA databases in completing tasks. The contractor must be prepared to carry out the required tasks on the effective date of the contract and may not receive training in the operation of the computer provided for the tasks or for any software necessary to complete the required tasks. The computer will have the Windows 2000 operating system and necessary web design software installed. The contractor shall be responsible for maintaining the following primary websites as well as other HC web sites linked from these websites and as many as five additional web pages similar in complexity to those listed here. Analyze existing Web site features, identify and recommend enhancements, and prioritize tasks in conjunction with the HC Communications unit, to support communication objectives. Coordinate with HC Communications Team members to develop content and make recommendations for organizing the online Resource Library. Post in a timely manner, information of interest, including new outreach tools, conference announcements. Represent HC as Habitat Conservation Webmaster at local events and meetings and on web related issues. Coordinate activities with the NMFS Office of Chief Information Officer. Manage databases supporting the web pages. Use Geographic Information System enhancement techniques for web pages where appropriate. HC is developing GIS databases using ESRI software. Use Computer Graphic Design techniques in developing and enhancing web pages. Trouble shooting. HC Internet Pages Analyze existing Web site features, identify and recommend enhancements, and prioritize tasks in conjunction with the Communications unit, to support communication objectives. Develop a web page for posting and archiving issues of the Habitat Connections publication. Regular maintenance and archiving of ?What?s New? areas on division websites, including job postings and media clips. Work with database administrators to design, develop, and update databases as they relate to Web applications. Schedule and maintain regular content updates for division websites. Create and maintain an archive for Web site templates and images and older versions with content. Participate in the development and integration of graphical and multimedia components into the Web site, including audio and video, and make use of appropriate compression techniques to maximize delivery speed and minimize space requirements. Work with NMFS web personnel to build better content management. Represent Office of Habitat Conservation as Habitat Conservation Webmaster at local events, meetings and web-related issues. Respond to all e-mail messages sent to the HC Webmaster in a timely and courteous fashion. Manage databases supporting the web pages. Use Geographic Information System enhancement techniques for web pages where appropriate. HC is developing GIS databases using ESRI software. Use Computer Graphic Design techniques in developing and enhancing web pages. Trouble shooting. The contractor shall provide regular updates, on a weekly basis, on tasks completed and existing workload. The contractor will be onsite, updates will be verbal in most cases and written as required. The period of performance is for one year on a full-time basis or Not to Exceed 2000 Labor Hours. Your quotation shall include a firm fixed hourly rate for services to be provided. Each firm fixed hourly rate will comprise a firm fixed price unit. Payments will be made on a monthly basis, after receipt and acceptance of monthly status report containing task accomplishments and an appropriate invoice identifying number of hours. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation that will be most advantageous (best value) to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov).
