- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-317 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 813312. The NOAA/NMFS has stewardship responsibility to conserve, protect and restore habitat of living marine resources. Programs are largely aimed at avoiding impacts from human activity. An important secondary issue is understanding the historical levels of those resources and the habitat that supports them. The contractor shall provide a report to be prepared which will provide vital insights into how fish population levels in the ocean might reflect the health of their prey species in rivers, with the added connection of the health of river habitats that support the prey species compared with historical ecology information. Tasks/Deliverables: (1) Compile relevant literature and information on historical population levels of diadromous fish in the southeastern United States (Virginia, North Carolina, Georgia) and ocean fish in adjacent marine waters. Information search should include historical accounts, archeological records, harvest levels, and research results; (2) Prepare detailed outline for report on ecological connections between diadromous fish and ocean fish; (3) Provide complete draft report; (4) Complete final report; and (5) Publish in peer-reviewed journal. The contractor shall complete the final report within one year of award, and publish the paper within one year of completion. The resulting purchase order shall be negotiated on a firm fixed price. The budgeted amount for this requirement is $12,000.00. The award shall be made on a best value basis using simplified acquisition procedures. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. Quotes will be evaluated while relatively equal are listed by importance based upon approach, past performance, and price; FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items. All interested contractor must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quotation addressed to Gina E.
