Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-332 is issued as a request for quotation. In its final report, the U.S. Ocean Commission states that the ?biggest threat to marine mammals worldwide is their accidental capture or entanglement in fishing gear (bycatch), which kills hundreds of thousands of them each year.? Bycatch is a serious and widespread threat to marine mammals and there is an urgent need to develop alternative fishing gear and practices to reduce marine mammal interactions worldwide and to put into place effective regional agreements on mitigation measures ranging from temporal and spatial closures of fisheries to the use of deterrent technologies. The Marine Mammal Protection Act (MMPA) addresses international threats to marine mammals and provides the United States with the tools to take a leadership role in reducing bycatch [16 USC 1378(a)] in US and International waters. The NOAA/NMFS Office of International Affairs is in a unique position to engage foreign nations and multilateral organizations to make progress on reducing marine mammal bycatch. This work request is to identify and evaluate international marine mammal conservation efforts, and to develop an international marine mammal conservation action plan for NOAA. The resultant plan will provide a clear blueprint for international action that includes measures that can be taken and implemented through regional agreements to target areas of high risk and identify a broader, long-term international strategy to tackle the global threats to marine mammals. Specifically, the contractor shall complete the following tasks: (1) Review and summarize current mandates related to international marine mammal conservation; (2) Assess the relevancy and effectiveness of international conservation activities currently underway by various Regional Commissions, treaties (e.g., Convention for Biological Diversity, Specially Protected Areas and Wildlife Protocol, South Pacific Regional Environment Program), and individual country and bilateral efforts; (3) Evaluate and present the most significant threats to marine mammals, the affected species and the geographic areas of high risk, and the recommended actions from various independent fora (e.g., Ocean Commission, Pew Commission, IWC scientific committee); (4) Identify gaps in conservation and management efforts related to threats to marine mammal populations and identify opportunities for international action, cooperative research and information exchange; and (5) Develop a strategic plan of action for NOAA that identifies priorities and resource needs. Period of Performance: Date of Award through January 6, 2007. The resulting purchase order shall be negotiated on a firm fixed basis. The budgeted amount for this requirement is $19,800.00. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Quotes will be evaluated while relatively equal are listed by importance based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation will be most advantageous to the Government, price and other factors considered. The following clauses apply FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quotation addressed to Gina E.
