- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-342 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 711510. This is a total Small Business Set-Aside. The contractor shall develop two detailed video scripts that depict U.S. marine aquaculture: (1) Script I will be for a full-length non-technical public outreach video 40-60 minutes depicting marine aquaculture in the U.S., including the Federal government?s role in management and research, production techniques, technological advances, best management practices, target species, and future directions; and (2) Script II will be for a short video 12 minutes based on Script I. Deliverables: Develop an efficient schedule and detail an approach to complete the deliverables listed: (a) A Treatment; (b) First draft of Script I; (c) Second draft of Script I based on comments by NOAA; (d) Final Script I for acceptance by NOAA; (e) First Draft of Script II; (f) Second Draft Script II based on comments by NOAA; and (g) Final Script II for acceptance by NOAA. This specific set of deliverables does NOT include production of either video. All travel requests related to this contract must be approved by the NOAA Aquaculture Program Office in advance and will be reimbursed according to standard NOAA travel rates. The contractor shall include in the quote an amount for travel. The period of performance will begin when the contract is awarded and end April 30, 2007. Proposal shall not exceed five pages, including all attachments. The resulting purchase order shall be negotiated on a firm fixed basis. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Quoters will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following evaluation factors while relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price; FAR 52.213-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Gina E.
