- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), located in Kansas City, MO, intends to establish a fixed price purchase order for the purchase of six (6) dataloggers and associated accessories on a sole source basis with Campbell Scientific, Inc., of Logan, UT, based on the following reasons: 1) This is part of the Great Lakes Marine Network NWS Central Region is working in conjunction with NWS Eastern Region in establishing a Marine weather network, and are using the Campbell Scientific systems to keep the network consistent; 2) NWS Eastern Region purchased the first systems for the network from Campbell, and Central Region is following suit; 3) This will keep the programming of the systems, and logistics support much simpler and enable the use of one data format through the National Data Buoy Center in order to get it on the web; 4) Campbell Scientific, Inc. has a Federal Supply Schedule contract for 61% of equipment (GS-07F-9255S). The balance of the equipment will be acquired through open market. The following components are being acquired from Campbell Scientific through the Federal Supply Schedule program: Basic Datalogger, model CR510-ST-MA-NC (P/N 16164-10), Temp Probe, model 107-L20 (P/N 10755-156), HDR GOES Transmitter, model TX312 (P/N 17844), 30db GPS Antenna (P/N 17992), TX312 GPS Antenna Cable, model 18017-L40 (P/N 18017-7) The following equipment/parts will be acquired pursuant to FAR Part 12, and will incorporate the following FAR clauses and provisions: 52.212-1 Instructions to Offerors ? Commercial Items (Jun. 2006), 52.212-3 Offeror Representations and Certifications ? Commercial Items (Jun. 2006), 52.212-5 Contract Terms and Conditions Requited to Implement Statutes or Executive Orders ? Commercial Items (Sep. 2005) {5, 14, 15, 16, 17, 19, 23, 26, and 31}. Firms who are able to provide these specific parts are invited to respond to this notice with proposed pricing for the parts, any associated shipping, a delivery schedule and FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items (completed). Delivery: three (3) full systems to Negaunee, MI, and one (1) full system each to Green Bay, WI; Duluth, MN; and Gaylord, MI. The Contracting Officer will determine if it is advantageous to award separate orders for the parts and equipment that is not included in the Federal Supply Schedules. In making such a determination the Contracting Officer will consider price, delivery and administrative expense the Government will incur to award and administer multiple purchase orders. Further the Government will consider the feasibility of providing such parts to Campbell Scientific as Government furnished equipment. Response to this notice must be received within 10 calendar days from the date of notice. Responses that do not provide the information as requested will be eliminated from further consideration.
