Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), National Hurricane Center (NHC), located in Miami, FL, intends to establish a fixed price purchase order for the purchase of a GVAR Linux Upgrade on a sole source basis from Global Imaging, Solana Beach, CA, based on the following reasons: 1) NHC needs to upgrade its hardware and software for receiving direct broadcast GOES GVAR satellite data. NHC uses this equipment to detect storms in real-time; 2) NHC requires a system suitable for operational use, which is highly reliable and completely automatic. The NWS NHC wishes to take advantage of software and hardware developed by the NWS using high resolution GOES satellite data. The system software must, therefore, be plug-compatible with Global Imaging?s COTS software already in use at the NHC for this purpose. The system software must further produce data files in the NWS HIPS file format and/or McIDAS file format; 3) Because of the agency?s need for high reliability and dropout free performance, the NHC has determined that the system components must meet the following general specifications: a) In order to protect NHC?s investment in the Earth Station equipment (antenna and receiving equipment), the Earth Station must connect to the computer workstation via the SCSI standard small computer system interface. b) The Windows-based workstations are not stable enough to meet NHC?s operational needs. Therefore, the system can only contain LINUX workstations.; 4) Global Imaging is the only known source who manufactures the GOES satellite receiving system in operation at the NHC, and its proprietary LINUX software which meets all the requirements needed by NHC; The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive responses. However, all responses received within fifteen days after date of publication of this synopsis will be considered by the Government. Responses can be faxed to Carey Marlow at (816) 274-6923. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a statement regarding their capabilities and qualifications; and any additional supporting literature. Submissions received in response to this notice shall be evaluated based on the following criteria: 1) Demonstrated technical ability to successfully provide the required equipment. The applicable NAICS code is 541519. DOC, CASC requires that all contractors doing business with this office be registered with the Central Contractor Registry (CCR).
