Description
Notice of Intent to Award Notice of Intent: Pursuant to FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements", the U.S. Department of Energy(DOE)/National Nuclear Security Administration (NNSA) is planning to issue a sole-source contract to enable the NNSA to obtain assistance from the Advanced Measurement Technology, Inc, 801 South Illinois Ave, Oak Ridge TN, 37831-0895 for a Firm Fixed Price contract. The Neutron Detectors to be delivered within 24 months after award NAICS code is 334516, standard size 500. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION FOR BIDS, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN THE PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. The National Nuclear Security Administration (NNSA) requires "portable high-purity germanium detectors for indent response and radiation detection applications." The NNSA intends to fulfill this requirement and obtain Neutron/Gamma Identifications Kits for the Office of Emergency Operations, NA-40 to enhance its Emergency response capability. The Neutron/Gamma Identifications Kits(N/G ID Kit) include a fission meter, which allows the characterization of neutron emitting sources, an immeasurable value added benefit for neutron source characterization by NA-40 First Responders. a. Item: 42- Portable mechanically cooled high-purity germanium detector including AC/DC power adapter/charger, car charger, shoulder strap; optional battery belt or battery power source, adequate protective software and cabling and electronics to swiftly upload results of survey to computer. b. Item: 6- Fission meter for neutron source characterization to identify direction and strength of neutron radioisotope (Neutron) sources. Fission meters are nearly half comprised of 3He (Helium-3), a very expensive commodity. Fission meters are not a commercially available item, thus further complicating cost estimating. The Characteristics of the Neutron/Gamma Identification Kit include: Superior accuracy and sensitivity to both Neutron and Gamma sources (equal to greater than 40% sensitivity for Gamma detection) Operating controls and protective covers and shipping containers Handling ands portability capable of operation on battery Mechanically cooled (not liquid Nitrogen-cooled) Industry grade warranty Neutron detectors able to perform timing measurements to distinguish cosmic rays produced and fission source produced neutrons.
