Description
1. The Federal Bureau of Prisons (BOP), Acquisitions Branch, in Washington, D.C., has a future requirement for the provision of medical claim adjudication services to be provided to all BOP facilities, including Community Correction Centers (halfway houses), throughout the contiguous United States, Hawaii, and Puerto Rico. The primary objective of medical claims adjudication for service providers/contractors paid under Medicare-based rate structures is to ensure compliance with the National Correct Coding Initiative edits. For fee schedule service providers/contractors, the objective is to ensure compliance with the applicable negotiated fee schedule. In both cases, key consideration include, but are not limited to, avoidance of duplicate payments and ensuring the BOP complies with the requirements of the Prompt Payment Act and Statements of Federal Financial Accounting Standards (SFFAS). The claim adjudication will occur prior to any payments being made by the BOP. The contract type will be an indefinite delivery, requirements type contract with firm-fixed unit prices for each period of performance. The contract shall consist of a 12 month base year period with four 12 month option year periods for renewal. 2. The purpose of publicizing for potential actions is to increase competition, to broaden industry participation in meeting Government requirements, and to assist small businesses in general in obtaining contracts and subcontracts. This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ), but instead is a market research tool to determine the availability and adequacy of potential sources prior to issuing an RFP or RFQ. THIS IS A SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The North American Industry Classification System (NAICS) code 524291 applies. Firms responding to this announcement should indicate their business size for code 524291, particularly if they are a small business (the small business size is $6.5 million). ?Small Business? means small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business and women-owned small business. If business size is transitioning to other than small business within the next 90 days, please indicate as such. 3. This Sources Sought Synopsis is for planning purposes only and is not to be construed as a commitment by the Government. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. 4. A draft Statement of Work (SOW) has been posted along with this Sources Sought Synopsis to provide a more detailed description of the requirement, and for any industry comments. The SOW is still a work-in-progress, and this is NOT the final version. 5. It is the Government?s intention to award one contract. Based upon data collected from the market research, the Government will make a determination whether or not to issue an unrestricted solicitation; however, it reserves the right to make this a small business set-aside based on the interest and technical capabilities received from small business concerns. (Under an unrestricted solicitation, large businesses will be required to submit a subcontracting plan.) 6. Hard copies of the Market Research Questionnaire (MRQ) will not be available. The MRQ and SOW will be available on or about July 31, 2006, and will be distributed solely through the General Services Administration?s Federal Business Opportunities website at www.fedbizopps.gov. The website provides all downloading instructions to obtain a copy of the MRQ and related documents. All future information concerning the acquisition, including solicitation amendments, will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure you have the most up-to-date information about this acquisition. 7. Responses are due no later than 3:00 p.m. eastern standard time (EST), Monday, August 14, 2006, and shall be electronically submitted to Jan Johns, Contracting Officer, at jjohns@bop.gov or via facsimile at (202) 307-1146. 8.
