Description
This is a combined synopsis/solicitation for a BRAND NAME or EQUAL commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11, Effective 5 July 2006. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The solicitation number is RFQ 06-Q-0163222 and shall be referenced on all quotes. The FBI has a requirement for an Atomic Force Microscope (AFM). Brand name item required is the Veeco Metrology LLC NanoScope IIIa Control Station. Systems shall include the following items: 1- NanoScope IIIa Control Station with monitors (PN: NS3A-01) (Qty: 1 each); 2-Computer at a minimum shall have a 2.4GHx Pentium PC, 160 GB HD, 1GB Ram, 3.5 inch 1.44MB FD, DVD/CD R/W, Windows XP operating system, NanoScope SPM image and Image Analysis Software, and network board (PN: COMPSPEC) (1 each); 3-Multimode Scanning Probe Microscope (PN: MMAFMLN) (Qty: 1 each); 4-Quadrex Electronics Module for new MultiMode, Bioscope, or Dimension SPMs (PN: QUADREX) (Qty: 1 each); 5-124?m AFM Scanner with Vertical Engage for MMAFM, AFM, and LFM (PN: AS-130V) (Qty: 1 each); 6-Video-Only Microscope System (PN: OMV-NTSC) (Qty: 1 each); 7-Cantilever Holder for Scanning in Fluid (TappingMode, Force Modulation) with the MultiMode SPM (PN: MRFML) (Qty: 1 each); 8- Two Day installation and Training at FBI Site (PN: ITCS) (Qty: 1 each); 9-One year extended warranty for Multimode, PicoForce, Ms-10, ECM SPM Operating on a NanoScope IIIa (PN: SCMM) (Qty: 1 each). All items shall be delivered 90 days ARO to FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. Inspection and acceptance will take place at the aforementioned address. Technical Requirement/Salient Charateristics: The AFM system shall include a motorized X-Y stage, an electronic controller (that is responsible for controlling all functions on the stage), and a computer. The system shall provide a video based optical microscope and a computer display with associated software for operating the AFM. The operating software shall provide functions for zooming, focusing, and adjusting the light intensity. The system shall include offline analysis software for processing (including error correction), display, and reporting of the images. The system shall allow the operator to cut and paste to Windows? applications. The AFM shall have the capability of obtaining images in both the contact mode for hard surfaces and in a mode applicable for compliant surfaces typical of biological specimens. For surface physical properties, the AFM shall be capable of measuring small displacements typical for both lateral force and frictional force microscopy measurements. For enhanced contrast, the phase mode of operation shall be available. The system shall be able to generate force distance curves, obtain images of objects in liquid without capillary action effects on the tip and without dynamic effects caused by salting out as the fluid evaporates. For height and roughness analyses, the system shall be capable of measuring the Z signal accurately for both flat surfaces and large scale features. The operator shall be able to adjust the X sensor input in order to correct hysteresis. Hardware requirements: 1) Scanner and Scanning Probe Microscope Stage shall be: fully motorized and computer controlled; scan range: ~[100x100] ?m XY and ~ 5 ?m along the Z (vertical) dimension real-time calibration of sensors in the X-Y-Z axes; easy cantilever replacement and acceptance of the pre-mounted cantilevers; capable of many scanning modes including contact mode, close contact mode, lateral force mode, material sensing mode, and force distance curve; mechanism for scanning at different angles. 2) Video-based optical microscope system shall have variable zoom magnification; motorized zoom and focus; color CCD camera detector; resolution ~1.5?m. 3) Environmental Cell or Cantilever Holder for scanning biological samples shall have: device that allows the sample to be scanned in liquid environments; capable of being easily attached to AFM mount. Software requirements: 1) Instrument control software shall have: adjustable scan rate, size, and offset; provide control of motorized stage, zoom focus, and light intensity functions; automatic calibration routine; provision of Z motion control; provision of control for liquid dampening of cantilever motion. 2) Analysis software shall have: mechanism for optimizing image flatness, identifying image artifacts; display function for both 2D and 3D viewing with adjustable contrast/brightness; scale and zoom functions for operator-selected regions; standard provisions for processing include leveling, filtering, contrast/brightness adjustment, zooming, Z offset, and image rotation, error correction for spots and lines, analysis for lines, area roughness, and height; provide image export files for use with other images processing software packages (i.e. wither TIFF, JPG or ASCII). As a part of the technical evaluation Quoters providing an equal item will be required to provide the FBI with a live demonstration that the quoted system can provide high resolution images of bacterial spores. Demonstration, if required, will tentatively be scheduled August 14, 2006 ? August 23, 2006 but could be schedule later due to availability of Laboratory personnel but shall be scheduled no later than August 31, 2006. Examples of the required image resolution can be observed in recent publications such as V.G. Chada et al., ?Morphogenesis of Bacillus Spores Surfaces, 2003, J. Bacteriology 185, 6255-6261, or as in Plomp, M. et al., ?The High-resolution Architecture and Structural Dynamics of Bacillus Spores?, 2005 Biophys. J. 88, 603-608, both available on-line as the full text at PubMed (www.ncbi.nih.gov/entrez/query.fcgi). Brand-name or Equal - Items called for by this solicitation have been identified in the schedule by a brand name or equal description, such identification is intended to be descriptive but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. Quotes offering equal products (including products of a brand name manufacturer other than the one described by brand name) will be considered for award if such products are clearly identified in the quotes and are determined by the Government to meet fully the salient characteristics and requirements listed in the invitation. (c) Unless the quoter clearly indicates in his/her quote that he/she is offering an equal product referenced in the solicitation. (d) (1) If the quoter proposes to furnish an equal product, the brand name, if any, of the product to be furnished shall be inserted in the space provided in the solicitation, or such product shall be otherwise clearly identified in the quote. The evaluation of quotes and the determination to equality of the product offered shall be the responsibility of the Government and will be based on information furnished by the quoter or identified in his/her quote as well as other information reasonably available to the purchasing activity. To ensure that sufficient information is available, the quoter must furnish as a part of his/her quote all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to: (i) determine whether the product offered meets the salient characteristics requirements of the solicitation, and (ii) establish exactly what the quoter proposed to furnish and what the Government would be binding itself to purchase by making an award. The information furnished may include specific references to information previously furnished or information otherwise available to the purchasing activity. (2) If the quoter proposes to modify a product so as to make it conform to the requirements of the invitation for quotes, he/she shall: (i) include in his/her quote a clear description of such proposed modifications, and (ii) clearly mark any descriptive material to show the proposed modifications. (3) Modifications proposed after the closing date to make a product conform to a brand name product referenced in the solicitation will not be considered. All FAR clauses and provisions may be obtained from the General Services Administration, Federal Acquisition Regulation website address http://www.arnet.gov/far/. A firm fixed price contract will be made awarded to the responsive, responsible offeror whose quote conforms to this solicitation and is the Best Value to the Government. The following evaluation factors in descending order of importance will be used to evaluate offers: (1) technical acceptability and (2) price. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection Clause, nor does it limit the Government?s rights with regard to the other terms and conditions of the contract. In the event of a conflict the terms and conditions of the Government?s contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of all items provided to the government by the contractor. Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (JAN 2006); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Award shall be made to the responsible offeror whose offer is considered to be most advantageous to the Government, considering technical acceptability and price. The Government reserves the right to award without discussions; therefore, it is critical that each quote be fully responsive. However, the FBI also reserves the right to conduct discussions, if later determined to be necessary. FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (MAR 2005) - Please note: All offerors and prospective contractors must be registered on the online Representative and Certification Application (ORCA) website at http://orca.bpn.gov or must provide a completed copy of 52.212-3 along with their quote. ORCA registration is available through Business Partner Network (BPN) at www.bpn.gov.
