- The Federal of Investigation (FBI) is conducting market research to locate sources and information regarding Ballistic Research Services. The FBI does not intend to award a contract on the basis of this Sources Sought notice or to otherwise pay for information received in response to this request. This Sources Sought notice is being issued for information and planning purposes only and does not constitute a solicitation. The FBI is attempting to identify sources that could provide future Ballistic Research Services at the FBI Training Academy in Quantico, VA . The FBI is interested in sources with the following capabilities, training and experience: 1) Current or prior experience as a law enforcement officer, to include tactical police training and experience; 2) FBI (or approved equivalent) training/certification as a firearms instructor, and certification as a police instructor; 3) Demonstrated knowledge of law enforcement firearms; 4) Past or present experience as an expert witness in ballistic and wound pathology; 5) Experience conducting structured ballistic research, with an emphasis on testing ammunition, ballistic protective garments, and weapons; 6) Demonstrated knowledge of ballistic research and testing techniques including function testing, accuracy testing, abuse testing, and ammunition testing; 7) Demonstrated knowledge of the techniques required to photograph testing and research, including 35mm still photography, digital imaging, video taping, and motion analysis photographic equipment; 8) Ability to provide firearms instruction on the firing line to trainees during dry fire and live fire exercises; 9) Demonstrated knowledge and experience in the preparation of various reports and records during the course of activities, including test and evaluation reports for ammunition, weapons, ballistic garments, and firearms related-materials. Additional requirements include the ability of the source to legal possess firearms and have the ability to commute within the Washington DC/Quantico VA area on a regular basis. Training and Education requirements include a medical degree (doctorate) from an accredited university with a minimum of 15 years of medical practice experience, to include trauma treatment. From potential sources, the FBI requests supporting documentation referencing the above-requirements, availability to provide services within the Quantico, VA area on a weekly, possibly daily basis; and documentation supporting required training, education and experience. All information received in response to this notice that is marked proprietary will be handled accordingly. Reponses to this notice will not be returned. A response to this request may be submitted in any format.
