Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice for the South Texas Veterans Health Care System. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request for Quotations (RFQ), and the reference number is 671-35Q-06. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-11. This is 100% set-aside for small business. The NAICS code is 333319 and the size standard is 500 employees. The Government anticipates awarding a single firm-fixed price contract to the contractor providing the best value for the Government in regards to specifications, quality, and price, of equipment. The government intends to purchase (1) each water protection/disinfection system that incorporates a combination of silver ions and ultraviolet light for waterborne microbial species control; Manufacturer: Vorigen Inc, Model No. 8. The system must meet or exceed the Vorigen product specifications and description to include but not limited to: The system will consist of a silver ion generator, ultraviolet light reactor, system controls and power supply. Construction of the system vessels and piping will be of stainless steel. Attachments for electrical path components (electrodes and power leads) will be constructed of HDPE (or equivalent material) to resist voltage, pressure and temperature. The system controller will monitor and control the generator output at a variable flow rate between 1 to 45 gpm with failsafe capabilities of at a minimum, system shutdown on loss of flow, also to accommodate pressures of up to 100 psi and temperature up to 140 DegF Ion Generator electrodes must be sufficient to produce at least 100 ppb of silver ions at a flow of 45 gpm for at least one year without replacement. The ultraviolet light lamps must be capable of operating at a minimum power density of 40 mJ/cm2 under all design flows for a minimum of one year without replacement. The design of the system controller must be capable of maintaining process parameters within +/- 1% over the variable operating range. The process parameters will consist of, at a minimum, voltage, current, and ultraviolet light irradiance. System must have on line monitoring capability of process parameters with analog and digital outputs. Control of the integrated system will be microprocessor based. The microprocessor control will have a capability to manage system parameters in an integrated or independent mode. Finite adjustment of silver ion concentration over a range of 50% to 225% shall be provided without a requirement for system shutdown. In addition, the system design will incorporate features that inhibit electrode fouling of the silver ion generator. A sight glass will be provided on the silver ion generator whereby the electrodes and generator interior may be visually inspected. The system design will integrate the silver ion generator and ultraviolet light reactor as a single modality. System control design will be such that the silver ion generator will deliver constant silver ion concentrations of preset levels at a variable flow rate. The ultraviolet light reactor will be provided with a means for constant monitoring of reactor irradiance. The ultraviolet light reactor will be equipped with a manual or automatic means for cleaning without a requirement for system shutdown. The system shall include a warranty for a minimum of one year by manufacturer. The silver ion generator and ultraviolet light reactor must be furnished as a single, fully integrated system with service and technical support provided by the same manufacturer.
