- FA8604-06-R-7508?Request for Flextest SE Software for Mechanical Test Control This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is FA8604-06-R-7509. This solicitation and incorporated clauses/provisions are those in effect through Federal Acquisition Circular 2005-11, effective 05 July 2006 and Class Deviation 2005-o0001 and DFARS Current to Change Notice 20060616. The solicitation incorporates by reference the following clauses: FAR 52.204-7, 52.212-1, 52.212-3, 52.212-4, 52.212-5, and DFARS 252.204-7004 ? Alternate A, 252.212-7001, 252.227-7013, and 252.227-7014. NAICS Code: 511210. This is a sole source requirement IAW FAR Part 6.302-1 to MTS Systems Corporation, Eden Prairie, Minnesota, the only designer, developer, manufacturer, and supplier of the items in the attachment and below that meets the Government?s requirement. CLIN ITEM & DESCRIPTION QUANTITY 0001 FlexTest SE Software 1 (for Mechanical Test Control) Please note if manufacturer requires a license agreement to be signed by government, the terms and conditions of that agreement are required to be in compliance with all Federal Laws, Statutes, and the Federal Acquisition Regulation. Therefore, please modify accordingly and submit with your quote. Delivery schedule is ten (10) days after receipt of order. Offeror must quote on all items or none. FOB Destination. The ship to address is Wright-Patterson AFB OH 45433-7817. Proposals shall be received at ASC/PKWIS, Attn: Frank Balzano, 2275 D Street, Bldg 16, Wright-Patterson AFB OH 45433, or by facsimile at (937) 656-7535, or by e-mail at mailto:frank.balzano@wpafb.af.mil not later than 5:00 PM EST on 01 August 2006. All information regarding this acquisition will be posted on the World Wide Web at http://www.pixs.wpafb.af.mil. SOLE SOURCE JUSTIFICATION 1. The requested upgraded software for mechanical test control is needed by AFRL/MLLMN (Materials Behavior) research group in order to improve our testing capabilities and to allow more completed automated test operation. 2. The software is needed by Materials Behavior Laboratory upgrade test control capability on three test frames. The test control software must be compatible with the current MTS controllers. The software must also have compatibility with ASTM test specifications, a proven track record and support, and a large installation base so that premature obsolescence is not an issue. The software supplied by MTS Systems Corporation is the only known software to meet these requirements and is fully compatible with the existing test system controllers and hydraulic power units. 3. The proposed sole source is the only known source able to satisfy the government's requirement. 4. To preclude the necessity for future sole source acquisitions, AFRL/MLLMN will continue to study the market for potential future sources.
