Description
The 311th Human Systems Wing/PKBA, Brooks City-Base TX, intends to award a Sole Source Purchase Order to the University of Florida Leadership and Education Foundation, 639 Mowry Rd, Gainesville FL 32611-0750. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-02. The associated North American Industry Classification System (NAICS) for this procurement is 531120 and the size standards in millions of dollars is $6.5 million. The government intends to issue a purchase order to pay conference fees for attendance of 115 Air Force attendees to their CYFAR conference to be held in Chicago IL. The Family Advocacy Program (FAP) is a congressionally mandated program intended to prevent and reduce the incidence of family violence. FAP is a medical program that enhances Air Force readiness by promoting family and community health and resilience. Air Force FAP also advocates for nonviolent communities. Department of Defense Directive Number 6400-I requires each Service to provide education and training to key personnel on policy and effective measures to alleviate problems associated with child and spouse maltreatment. The provision at FAR Part 52.212-1, Instruction to Offerors ? Commercial, applies to this acquisition. The following FAR provisions apply to this solicitation: FAR 52.212-4, Contract Terms and Conditions ? Commercial Items; 52.232-33, Mandatory Information for Electronic Funds Transfer Payment; DFAR 252.204-7004, Required Central Contractor Registration and DFAR 252.232-7003, Electronic Submission of Payment Requests. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11), (12), (13), (14), (15), and (17).
