Description
This is a synopsis of a proposed contract action in accordance with FAR Subpart 5.2. This Research and Develop (R&D) requirement is to study the Condition Based Maintenance (CBM+) process, provide an implementation roadmap for a CBM+ program meeting full DoD and Air Force policy requirements and to develop prototype maintenance data collection and flight data collection systems for United States Air Force (USAF) C-130 aircraft. The estimated issue date for the solicitation to www.FedBizOpps.gov will be 16 August 2006 with an estimated response date by 30 September 2006 (or 45 days after actual RFP post date). The estimated award date is 17 October 2006. Electronic procedures will be used for this solicitation. A sole source award is contemplated to The Corporation of Mercer University, Mercer Engineering Research Center (MERC), 135 Osigian Blvd., Warner Robins, GA 31088-7810 (CAGE 0AC45). The applicable authority and justification is 10 USC 2304(c)(1) as implemented by FAR 6.302-1 (the supplies or services required are available from only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements). Per FAR 6.302.1(a)(ii), services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and there would be unacceptable delays in fulfilling agency?s requirements if other than sole source contracting methods were used. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. All potential offerors should contact the Contracting Officer identified below for additional information or to communicate concerns, if any, concerning this acquisition. The proposed action is for a five-year Indefinite Delivery ? Indefinite Quantity contract. The basic period of performance will be for one-year and there will be four one-year options.
