Description
It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to The Council of State Governments, 2760 Research Park Dr, Lexington KY 40511-8410 Prior to USCENTCOM initiating action to procure the required support for this seminar, research was completed to determine if other disaster management subject matter experts with the same skill sets were available and willing to do work in the Horn of Africa. The only organization accredited to evaluate Disaster Management Programs is EMAP. EMAP has been contracted to conduct evaluations of all 50 states. The ?EMAP Standard? is a set of comprehensive standards that can be applied to an emergency management program of any size; national-level governments are not an exception. Components of the standard address emergency preparedness, response, and recovery from terrorist acts, natural disasters, and other catastrophic incidents. EMAP is ideally suited to conduct training on emergency management doctrine for foreign professionals. Since the EMAP Commission was seated in 2002, EMAP has trained more than 300 state and local emergency management professionals to be peer assessors and conducted on-site assessments in approximately 60 state and local jurisdictions. There are more than 675 registered users of the EMAP Online Assessment Tool from the United States and other countries. The EMAP program is a voluntary assessment accreditation process for state/territorial, tribal and local government emergency management programs. There is no other organization at this time that provides the following: Evaluation of a jurisdictions? emergency preparedness and response system against published national standards Structure for identifying areas in need of improvement and benchmarking progress; Means to prioritize resources and demonstrate accountability to the public and elected officials Catalyst for improved interoperability and continuity Mechanism for sharing best practices among emergency management professionals.
