Description
PROJECT: Pier Security Upgrades / Repair & Upgrade Lot 2/T-10. LOCATION: Concord Naval Weapons Station, California. TYPE OF PROCUREMENT: This acquisition will proceed as an UNRESTRICTED, Request for Proposals (RFP). Large businesses competing for this project must comply with the FAR 52.219-9 Small Business Subcontracting Plan, regarding the requirements for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are as follows: 51.2% for S mall Businesses; 8.8% for Small Disadvantaged Businesses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Service Disabled Veteran Owned Small Businesses. Estimated Cost Range is between $5,000,000 and $10,000,000. This p rocurement will be conducted under FSC Code: Z199; SIC Code: 1623; NAICS Code: 237130. The small business size standard for this code is $31,000,000. Information about the time and location of the site visit/preproposal conference will be found in Sectio n 00100 of the solicitation, clause 52.236-27. JOB DESCRIPTION: Pier Security Upgrades- Underground fiber optic (FO) cable sy stem and connection to buildings for security and communication; GFCI equipment (IDS, security cameras, computer hardware/software, CCTV, boat dock/ramp, standby generator); security fencing/gates and lighting; ATFP access control point (ACP) site improvem ents for Posts 1 and 3; and a boat ramp/floating dock at the barge pier. Repair and Upgrade Lot 2/T-10- Resurfacing of Lot 2, T-10 and Pier 2 Parking Lot; and security fencing/gates and lighting for Lot 2, T-10 and Pier 2 Parking Lot. Demolition work at Lot 2 and T-10. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE RFP process. The RFP for this project will be issued on or around 15 August 2006. Plans and specifications will not be provided in hard pap er copy. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, but text as fol lows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedTeDS user, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the RFP documents. To register, click on the Register with FedTeDS hyperlink, then select the Begin Vendor/Contractor Registration Process option.
