Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (II) The solicitation for commercial is issued by the U.S. General Services Administration (GSA), Northern California Area Team (NCAT), Federal Technology Service (FTS) on behalf of the Department of Defense, Defense Manpower Data Center (DMDC) West, Seaside California. (III) This solicitation number is 9T6NJBIC129 and is used as a Request for Quotes (RFQ). The Government may transmit or post any common questions and answers regarding this solicitation to all interested parties. (IV) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-11. (V) This solicitation is issued on an unrestricted basis. (VI) Description of Requirement: NPS -IBM Software Xcel for Zseries Maintenance and 24x7 ZVM, IBM Linux Phone and Electronic Support. IBM Software Xcel Enterprise for zSeries Maintenance Renewal for unlimited number Userids/Fullshift 24x7 ZVM, IBM Linux Phone and Electronic Support/Full Shift IBM Software Xcel Voice uplift/Fullshift Customer Number 9221724 Maintenance Coverage. Required Period of Performance: October 1, 2006 - September 30, 2007 (Base Year) October 1, 2007 - September 30, 2008 (Option Period 1) October 1, 2008 - September 30, 2009 (Option Period 2) October 1, 2009 - September 30, 2010 (Option Period 3) October 1, 2010 - September 30, 2011 (Option Period 4) Xcel for zSeries - Maintenance includes Alert, IBM zSeries performance management provides you with web based access to utilization and performance data for your designed system, Resolve provides electronic services to assist you in identifying and resolving problems, software Xcel enterprise edition for the ZSeries support, SoftwareXcel basic edition for zSeries support and IBMLink support. IBM Linux phone and Electronic Support - Maintenance includes Customer Critical Problem means a problem which you have no known work around resulting in a critical disruption in your business operations, Full Shift - means 24 hours a day, seven days a week, including holidays. IBM will provide remote assistance (via Telephone from IBM's support center or via an electronic search and questioning capability). (VII) All Maintenance shell be performed in accordance with Contracting Officers Technical Representative (COTR) instruction on-site at DMDC West, 400 Gigling Road, Seaside, CA 93955-6784 (near Monterey, CA). (VIII) The following Federal Acquisition Regulations clauses apply to this solicitation and any subsequent award: (Clause 1) 52.212-1 -- Instruction to Offerors -- Commercial Items. (Jan 2006) is hereby incorporated into this solicitation by reference and the following additional instructions apply: Past Performance is included as an evaluation factor: submit at least three (3) past performance surveys for work performed within the last three (3) calendar years prior to July 1, 2006. Contractor Qualifications is included as an evaluation factor; submit a brief (10 pages or less) capability statement (including staff certifications and/or unique credentials, describing your firms qualifications and capabilities to perform the required work. (Clause 2) 52.212-2 -- Evaluation -- Commercial Items (Jan 1999) is hereby incorporated into this solicitation in full text as follows: a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance -- Complete up to three (3) past performance surveys and return with solicitation response (offer) for evaluation. (Sub factors: Quality of Past Work Performed, Timeliness of Past Performance, Customer Satisfaction) Technical Capabilities and Qualifications (Sub factors: Corporate Capabilities and Personnel Qualifications) Price (Sub factors; Price and Cost Realism) Technical and past performance, when combined, are approximately equal to cost or price of all other evaluations factors. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) (Clause 3) (52.212-3) -- Offeror Representations and Certifications -- Commercial Items (Mar 2005) offeror are reminded to complete on-line representations and certifications at http://orca.bpn.gov prior to the RFQ closing date and before submitting an offer in response to this solicitation. (X) Offerors must submit both Technical and Cost Quotations in separate volumes, via email to the Information Technical Manager and Contracting officer by the closing date and time of this solicitation.
