Description
NASA/ARC has a requirement for a demonstration of an optical measurement technique which makes simultaneous imaging measurements of surface pressure and shear stress. The demonstration will consist of acquiring and reducing data on a model in a wind tunnel. The model is a 1/180 scale (40 inch long) model of a proposed type DDX destroyer. The test will be conducted at the NASA Ames 3x4 low speed indraft tunnel. The test will be conducted at speeds of 165 fps and yaw angles of 0-180 degrees. The test section is equipped with polycarbonate windows for optical access. The test shall be conducted between August and October, 2006. The test period shall be no longer than one week. NASA will provide the wind tunnel, model, and tunnel operations personnel. NASA will also provide wind tunnel airspeed data and pressure data on specific points on the model surface. NASA may also provide shear stress data on parts of the model determined with a conventional OFSFI (Oil Film Skin Friction Interferometry) technique. The offeror shall make measurements and provide both raw and reduced data to NASA. Data will consist of pressure and shear stress fields over the imaged surface of the model. Initial reduced data shall be provided within two days of the test. Final reduced data shall be provided within one month of the test. No restrictions will be placed on publication of the data by either NASA or the offeror. NASA/ARC intends to purchase the items from Integrated Science Solutions, Inc. as it is the only company which offers simultaneous surface pressure and shear stress measurements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 15, 2006 to Niki Chen at nchen@mail.arc.nasa.gov. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
