- NASA/LaRC has a requirement for a 30kN electro-mechanical material test frame with tension/compression load frame, environmental chamber, specimen gripping fixtures, and test-control software. Test frame will be used to test material coupon-level specimens of widely varying stiffnesses and elongations. This test machine is required to support the future development of multi-functional material concepts. Highly accurate material characterization tests are neede to develop validated constitutive models of advanced material systems. Current material systems of interest include highly flexible conductive materials, shape memory materials (both metallic and polymeric), and nano-reinforced material systems.A copy of the specifications for the test frame with tension/compression load frame, environmental chamber, specimen gripping fixtures, and test-control software is attached to this synopsis. NASA/LaRC intends to purchase the items from MTS, who is the only known responsible source. MTS manufactures the proposed Insight test frame and produces the associated TestWorks test control software. The Insight/TestWorks products are being requested to maintain compatibility with existing electro-mechanical material test systems that are in place in the Materials Research Lab. Having compatibility of software and hardware will reduce the amount of training and re-training that will be required for the technician workforce tasked with operating the machines. Procuring the requested system will also allow for common maintenance and calibration practices to be maintained which will allow for reduced sight visits by OEM personnel. Additionally there exists the potential for savings in operational costs by sharing fixtures between the machines. Consistency in test machine operation and test profile construction is also a major factor, and having the same TestWorks software will allow for migrating test profiles from one machine to another with minimal effort. Furthermore, software upgrades can be maintained on a consistent schedule so that both machines are kept current and with equivalent capabilities within their rated load ranges. The sole source authority for this item is FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
