Description
PRE-SOLICITATION - SOURCES SOUGHT SYNOPSIS COMPUTER ROOM SUPPORT The Contracting Group of the Office of Personnel Management (OPM) in Washington, D.C. will be issuing a Request for Proposals (RFP) that will lead to the establishment of a five year (one base year and four one year option periods) firm fixed-price contract for computer room support services at OPM?s Boyers Pennsylvania facility. This notice serves as both a pre-solicitation and sources sought synopsis for this requirement. OPM is conducting market research to determine if there are small businesses that are capable of providing computer room support services in support of OPM?s Federal Investigative Services Division. Small businesses must have the technical and personnel capability to serve as the prime contractor providing on-site computer room support for the accumulating, processing, and filing of background investigative information for the Federal Government. Work is to be performed at OPM?s facility at 1137 Branchton Road, Boyers, PA 16018-0618. The Computer Room operator oversees platforms used for the PIPS (Personal Investigations Processing System), ensuring efficient use of the resources. Computer operators must be able to anticipate problems, take preventive action, and solve problems that occur during operations. To be considered capable the contractor must: (a) Have a working knowledge of the IBM Enterprise Server environment. The operators will have a sound understanding of z/OS, Time Share Option Software (TSO), Tivoli Workload Scheduler (TWS), and Job Entry Subsystem 2 (JES2) and must develop a thorough understanding of the PIPS application job stream. (b) Monitor PIPS network, troubleshoot network problems for online users, remote printers, and terminals; report any problems to the proper channel. (c) Observe and report any password or other security problems related to PIPS while monitoring the master console; reset PIPS passwords. (d) Create new Crypt Cards for users, reset Crypt Card passwords, and maintain the Crypt Card database. (e) Monitor peripheral equipment, master console, controllers, modems, communications lines, and tape drives. (f) Discuss with programmers any new jobs, changes within TWS, or any other issues that arise. (g) Maintain Job Control Language (JCL) for PIPS related job streams. (h) Maintain the TWS job schedules in concert with the Washington D.C. staff. (i) Monitor the PIPS application; execute batch jobs at the proper times; process and print reports; and perform quality control functions related to the batch jobs. (j) Prepare and distribute (route) reports to the appropriate OPM or contractor site. (k) Maintain documentation in TSO for jobs run through TWS. (l) Operate Computer Room equipment such as printers, tape drives, etc. (m) Load equipment with tapes, disks, and paper, as needed. (n) Provide reports, such as Problem Reports, Shift Reports, or Loss of Production Memos, to Supervisor and OPM upon request. (o) Maintain logbooks or operating records that document job completion and any significant events such as machine malfunctions. (p) Perform routine maintenance, (i.e. changing printer toner, fixing paper jams, and cleaning tape drives/printers) on Computer Room equipment. (q) Report on and have non-routine maintenance performed on the equipment within the Computer Room. (r) Assist programmers and systems analysts in testing and new programs. (s) Train staff as needed. (t) Oversee electronic data transmissions related to PIPS. (u) Manage a media library consisting of tapes and CDs. (v) Create tapes and CDs as needed. (w) Maintain an equipment inventory. (x) Maintain and order Computer Room supplies. (y) Participate as needed in disaster recovery drills. (z) The Contractor must be able to demonstrate its ability to provide adequate, suitable, and qualified computer operation support (clerical, technical, professional) staff with the skills necessary to perform assigned computer operation functions and able to pass a stringent security clearance background investigation, or preferably provide staff that have current security clearances. All small businesses with the appropriate technical and personnel capability are invited to submit a Capability Statement. The Capability Statement must: 1. Demonstrate relevant technical and personnel experience by providing resumes of key personnel and documentation showing the successful completion of similar projects in the past. 2. Identify the tasks it will perform using its own staff and the tasks it will perform using subcontractors. OPM does not require comprehensive proposals at this time. Please limit responses to ten (10) single-spaced typewritten pages using 12 point font and only provide the information requested. The information contained in the Capability Statements will be used to determine the qualifications of the small businesses with respect to this requirement. Depending on the responses to this notice, the requirement may be set aside, in whole or in part, for small businesses or procured through full and open competition. No feedback or evaluations will be provided to companies regarding their individual Capability Statements. No less than 15 days after the date of this posting OPM will post an electronic version of the RFP on FedBizOpps. OPM anticipates that proposals will be due 30 days after the release of the RFP.
