- The Marine Corps Air Station, Cherry Point, NC has a requirement for 120 each dimple pleat separatorless filters. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-06-T-N064 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-11 and Defense Acquisition Circular 98-77. This acquisition is under the North American Industry Classification System code 333411, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, Brand Name or Equal, for the following item: Item 0001, 120 each dimple pleat separatorless filter, P/N 0-007-4-19-04-SU-00-F2-M-GQ. Manufactured by Flanders Filters, Inc., 531 Flanders Filter Road, Washington, NC. Essential characteristics: Efficiency – HEPA 99.99% min removal efficiency on 0.30 micrometer particle size. Pack Depth – 4 inches Deep. Frame Material and Style – Extruded Aluminum with a 2 inch knife edge. Solid Urethane – Sealant Scan Tested. Gasket Gel Seal and Location – None. Faceguard Type and Location – Expanded Cold-Rolled Steel Painted white –Downstream. Size – 23-3/8 inches x 47-3/8 inches x 4 inches. The filters will be used in the ceiling of a clean room located at the Naval Air Depot, Cherry Point. Contractor shall make one unit a prototype to be sent to and tested by the Naval Air Depot. Once approved, contractor shall manufacture the remaining 119 units. The delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533. Quote the earliest possible delivery date. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.211-6, Brand Name or Equal (AUG 1999). FAR 52.212-1, Instructions to Offers - Commercial Items (JAN 2006). FAR 52.212-3, Offer Representation and Certifications-Commercial Items (MAR 2005), Alternate I (APR 2002). A completed copy of this provision shall be submitted with the offer. FAR 52.212-4, Contract Terms and Conditions Commercial Items (SEPT 2005). FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items FEB 2006), to include clauses (5) (14) (15) (16) (17) (18) (19) (20) (26) and (31). DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUN 2006), applies with the following clauses applicable for paragraph (b); DFARS 252.225-7036, Buy American Act—North American Free Trade Agreement Implementation Act—Balance of Payment Program (JUN 2006) Alternate I (JAN 2005); DFARS 252.232-7003 Electronic Submission of Payment Requests (MAY 2006) and DFARS 252.247-7023, Transportation of Supplies by Sea (MAY 2002). Evaluation Factors: The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price and delivery alone. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-A1C. All quotes must be received no later than 3:oo p.m., local time, August 08, 2006.
