- PLS NOTE THAT THE SOLICITATION NO. IS RFP060133 The Architect of the Capitol has a requirement for a Definite/Quantity, Firm Fixed-Price Contract to procure C-Fold Paper Towels and Facial Quality Toilet Tissue for the Senate Office Buildings Washington D.C. C-Fold paper towels provided shall have a minimum unfolded width of 10.25 inches, with a permissible variance of plus .25 or minus .50 inches, and maximum length of 14 inches. Each towel shall have a minimum area of 130 square inches. The folded width of each towel shall be 3 ? inches, with a permissible variance of plus .25 r minus .50 inches. All toilet tissue procured herein shall be 2-ply, unglazed, white, soft and of good formation. The tissue shall be substantially free form shieves, specks, holes, wrinkles and other imperfections in accordance with the requirement of Interim Federal Specification UU-P-00556K dated January 10, 1978 for Type I, Grade A toilet tissue. The tissue shall have a basis weight within the range of 17.8 to 22 pounds, inclusive, for 500 24 inch x 36 inch 2-ply sheets. Average bursting strength shall be not less than 14 points for ten 2-ply sheets, tested together. Water absorption time shall not exceed 10 seconds using 0.05 milliliter of water. Brightness shall be not less than 70 percent. Rolls shall be individually wrapped and shall contain not less than 500 4-1/2 inch x 4-1/2 inch ply sheets. The tissue shall meet or exceed the EPA recommended minimum 20% of postconsumer recovered materials as set forth in the Federal Register, Vol. 53, No. 120, published Wednesday June 22, 1988. Rolls shall be so perforated that all sheets are easily detachable. THIS SOLICITATION WILL BE AVAILABLE ELECTRONICALLY ON OR BY AUGUST 10, 2006 at http://www.aoc.gov/business/procure-opps.cfm.
