Description
The United States Department of Commerce, National Oceanic and Atmospheric Administration, (NOAA) National Weather Service (NWS), Training Division intends to negotiate on a sole source basis with the University of Maryland University College National Leadership Institute to provide labor, equipment, and materials to conduct a class ?The Power of Collaboration withy Simulation?. This course contains simulations developed exclusively for the NOAA oriented course by the National Leadership Institute at the University of Maryland. The University will use a 360-assessment ?Conflict Dynamics Profile? (CDP) to provide participants the data on their strengths and weaknesses or their conflict behavior, a combination of classroom instruction, assessment and a unique online simulation will be utilized. Key concepts and techniques of negotiation and how to use them to refine conflict dealing with organizations will be discussed. This course is aimed at potential conflict between agencies, companies and groups not between individuals. Vendors who believe that can satisfy the Government=s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis. This is in order to determine a bona fide capability to meet the requirement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. A firm fixed-price delivery order is contemplated for this effort. Affirmative written responses must be received no later than 15 August 2006. Statement of Work: Negotiating Conflict Using Collaboration Course Objectives Develops skills of negotiation and conflict management behaviors Recognize different styles of conflict and negotiation Develop skills to avoid or manage conflict through the powers of collaboration Learn techniques of influence and negotiation skills while working with other groups with different interests and ideas Other Points of Negotiating Conflict simulation Use of 360-assessment ?Conflict Dynamics Profile? (CDP) to provide participants the data on their strengths and weaknesses or their conflict behavior Deployment of intranet based synchronous simulations, unique and proprietary to NLI and ICONS that put participants in ?live? experiential exercises Personal feedback on how participants manage conflicts from highly credentialed (Ph.D.) level facilitators Multi-level approach on understanding Negotiation and Conflict behaviors (individual, team, and organization) A wireless Inn and Conference facility that can accommodate program technology and program classroom Other expected outcomes are: Experience working with a team in the midst of conflict Develop a personal action plan to improve leadership and negotiating skills Learn key concepts and techniques of negotiation and collaboration Other requirements Include Local Washington, DC, commuting area Course to start on August 28, 2006
