Description
The Centers for Disease Control, National Institute for Occupational Safety & Health (NIOSH), Spokane, WA has a requirement for website design and integration services relating to the Nanaoparticle Information Library (NIL) including but not limited to: (1) Enhance technical functionality so as to fully support the projected increase in traffic. Refine database, establish contributor sections and protocol, investigate possibility of using AJAX technology and scripting, enhance management features using dbControlX; (2) Enhance the data collection process and develop interfaces with users, analyzing feedback, research approach of data, implement submission system, create technical mechanisms for contributions to be added in the dbControlX admin panel, process meta searches; (3) Design a data structure for handling toxicity and health information, devlop and refine data structure, create new functionality in NIL, build specific toxicity and health data; (4) Establish a fuller integration technically and thematically with other databases, establish links to NIOSH research papers, research related databases; and (5) Consult on the development and ?marketing? of the site, enhance dbControlX newsletter function, optimize data and web page approach for search engine optimization, develop brochure. The complete Statement of Work, including deliverables, is available upon request. Place of Performance: Work will be performed primarily at the contractor's facility, although some travel to the NIOSH site in Spokane, WA will be required. The period of performance is 180 days. In Fiscal Year 2005, purchase order 200-2005-M-13583 was awarded under a competitive solicitation to Interactive Consulting, Spokane, WA. At the onset and prior to development and testing of that initial action, the current requirement could not be anticipated. Enhancing the Nanoparticle Information Library necessitates a working knowledge of the prototype system and a full understanding of how the computer code is designed to drive the system. Both the user interface and the functionality of the interactive database must be reworked to meet the Government?s requirements. Consequently, based upon Interactive Consulting, Inc.?s inherent knowledge of the Nanoparticle Information Library, that would otherwise need to be acquired by other sources resulting in duplicative effort and costs, the Contracting Officer deems there to be a lack of competition and has thus determined Interactive Consulting, Inc. to be the only source reasonably available for this follow-on purchase. Therefore, this presolicitation notice announces the Centers for Disease Control and Prevention?s intention to solicit from a single source, Interactive Consulting, Inc. This announcement is not a request for competitive quotations. Interested persons may identify their interest and capability to respond to the requirement by submitting a quotation or other information within 10 days of this notice. Quotations or information submitted shall be considered by the agency solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase based upon responses to this notice is solely within the discretion of the Government. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: An outline of previous projects, specific work previously performed or being performed and any in-house research and development effort; (2) Personnel: Name, professional qualifications and specific experience of scientists, engineers and technical personnel who may be assigned as a principal investigator and/or project officer; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration of the information submitted. NAICS Code is changed to 541511 Responses shall be addressed to the Contracting Officer and received within 10 days from issuance of this revised notice. If no affirmative responses are received within 10 days, negotiations will be conducted in accordance with FAR 13 on a sole source basis with Interactive Consulting, Spokane, WA and a purchase order will be awarded on or about August 11, 2006, without any additional notices being posted. Government-Wide Numbered Note 1 applies to this announcement.
