Description: Description - This is a sources sought notice for Testing Services. The US Armys Product Manager, Clothing and Individual Equipment (PM-CIE) has a requirement for testing services to independently establish or verify salient characteristics and ke y attributes (physical characteristics, material composition/construction and actual/predicted protective performance (ballistic, chemical, environmental, burn injury, etc.)) on clothing systems, individual equipment and associated components. PM-CIE has life-cycle management responsibility for the following commodity items: handwear, footwear, cold weather clothing and equipment, flash/flame protective clothing, individual hydration, ballistic (gun ammunition, fragment) protective equipment, eyewear, load -bearing equipment, personnel parachutes, electronic devices, and uniforms. Participation Requirements - Vendors that submit replies to this notice will be considered in future PM CIE Testing Services solicitations. To be considered for this notice, sources facilities (laboratory) shall have accreditation based on the ISO/IEC 17025:2005: General requirements for the competence of testing and calibration laboratories' standard. Accreditations shall be provided by an agency recognized by the International Laboratory Accreditation Cooperation (www.ilac.org ) or the International Accreditation Forum (http://www.iaf.nu/). In addition, the sources contractor's facilities shall be accredited or certified to perform the sp ecific tests by the appropriate agency, as applicable. Example: Ballistic testing must be conducted in a National Institute of Justice certified laboratory. Additional Participation Requirements - Source must be capable to be able to provide all facilities, test apparatuses and materials except for the items to be tested which will be Government Furnished Materials. Source must be able to provide a written report (electronic format acceptable/encouraged) of each test (or series of tests within two working days of completion of testing) complete with all relevant data. Source must be willing to allow PM-CIE personnel to witness and/or participate in the direction of testing. Source must submit a standard unit cost/price schedule for identified tests. Source must submit a description of the quality system. Source must submit all required items NLT 15 August 2006. PM CIE is looking for interested parties who can demonstrate competent capability for performing all or portions of the tests identified in this notice. Additionally, PM CIE is interested in vendors that are capable of performing a significant number of t he identified tests (+75%) either individually or partnering with other qualified sources.
