- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SB1341-06-Q-0575 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Thursday, August 3, 2006 at 17:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Gaithersburg, MD 20899 The National Institute of Standards and Technology requires the following items, MEET OR EXCEED, to the following: LI 001, See attached Q&A for additional clarifications: Two-axis stacked goniometer system for motions of plus or minus 45 degrees along two orthogonal axes. Required specifications are below. 1. Range of positioning should be at least +-45 degrees along the two axes. 2. After moving to position, it must be possible to turn off power and have it maintain its position within the system's stated specifications while unpowered. A suitable worm drive is probably the most likely way of achieving this result. 3. Accuracy of angle must be better than 0.07 degrees, and uni-directional repeatability must be better than 0.005 degrees. 4. Wobble must be less than 0.04 degrees. 5. Load capacity must be at least 20 kg (centered) . 6. When the table is oriented horizontally, it should not be more than 130 mm above the base. 7. The system must include drive motors and a controller. The controller should have GPIB communication for computer control of the motion. Availability of Labview drivers is desirable. 8. Please include long cables (5m) between controller and system., 1, EA; For this solicitation, National Institute of Standards and Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. National Institute of Standards and Technology is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com.
