- Description
- The Department of Energy (DOE) has a Siemens Building Technologies System 600/Insight Building Automation System at the Forrestal building in Washington, D.C. This proprietary Siemens systems requires yearly upgrades to the Apogee software, systems graphics, database upgrades and general repair with Siemens parts. The Department of Energy (DOE) intends to award a sole source contract to Siemens Building Technologies under 41 U.S.C. 253(c)(1) One Responsible Source. This is a notice of intent to award sole-source and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit a interest letter that demonstrates the firm's ability to provide an equivalent item, as described above. Interested parties must provide a price proposal and rationale as to why their new system should be considered from a price and technical perspective. All interested firms must respond by 5:00p.m. EST, within thirty (30) calendar days of this notice to: Ryan Miller, MA-641.2, 1000 Independence Avenue, S.W. Washington, DC 20585. Email: Ryan.Miller@hq.doe.gov. The estimated three year price is $880,000.00. A determination by the Government not to compete the proposed work will be based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. See Note (22) 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
