Description
The U.S. Coast Guard intends to procure professional services to provide instructional DVDs for the Coast Guard?s Team Coordination Course. This notice is a solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on a Small Business Set-Aside Basis. SCOPE: Statement of Work for the Team Coordination Training DVDs is as follows: Scope of Work: The contractor will provide services for the Chief, Office of Safety and Environmental Health. The service shall be to provide instructional DVDs for the Coast Guard?s Team Coordination Course, as described below. Deliverable Product: The contractor shall: 1. Provide the Coast Guard with 300 DVDs consisting of 21 Scenarios of various Coast Guard mishaps. Scenarios shall not exceed 5 minutes in length. Each of the scenarios shall be titled and provided with a voice over. 2. Shoot all scenarios in the Digital Betacam (Digibeta) format. 3. Script the scenarios provided by the CG (see attached). All scripts must be approved by the CG prior to filming. 4. Film the scenarios at various CG stations. Scenarios must be filmed as per script and as accurately as possible. Safety of personnel is addressed during filming. 5. Edit all DVDs to ensure accuracy and quality control. 6. Provide a shoot schedule based on locations selected by the CG. Contractor will assume all costs of travel for their employees and equipment. 7. Provide voice over for introduction part of video or any other parts. 8. (1) Original DVDs with a menu taking the user to three sections of 7 scenarios. 9. Affix labels to the 300 DVDs with a list of its content. Government shall provide the following: 1. 21 scenarios of various Coast Guard mishaps. 2. List of selected shoot sites agreed upon by the contractor. 3. Arrange for the availability of CG assets to shoot the scenarios. 4. Provide a subject matter expert at each shooting location. 5. Arrange security clearances for shooting personnel. 6. Authority to authorize re-shoots. 7. Review and approve all scripts. 8. CG personnel to act in the scenarios will be auditioned and approved by the contractor. 9. Personal Protection Equipment to all personnel involved in the shooting as required. 10. Script for introduction portion of video. 11. Copy of course material including the seven leadership skills. General Conditions: The Contractor shall have experience filming boats and vessels underway from land, from other vessels, and from various airframes (aerial videography). Contractor will also have experience shooting underwater. Contractor must have experience developing scripts from mishap data. Contractor must have a thorough understanding of Coast Guard safety policies and procedures. Contractor will not at any time endanger the safety of any personnel during the shooting. Contractor shall wear proper PPE at all times. Contractor shall conform to all rules and regulations at the facility they are filming. No filming will be conducted without a CG representative on-site. Filming must not interfere with the operational commitments of the unit. Questions and Answers Previously Asked 1. Can USCG provide brief descriptions of the 21 scenarios? YES 1. By ?mishaps? do you mean only accidents (collisions, spills, falls, fires, capsizing, firearms discharge, etc.) or other human or mechanical errors? Please specify. It applies to capsizing, groundings, explosions, fire, spills etc. 2. How many on shore? (2) On water? (19) Within boat interiors? No Underwater? No 3. How many, if any, involve pyrotechnics (flame, explosions, smoke) or other special or practical effects (flooding, electrocution, equipment collapse)? Special makeup effects (wounds, burns, etc.)? Aerial photography? Yes, there are at least (2) scenarios involving fire and explosion. 4. Do any scenarios require night shooting, either by their nature or for logistical reasons? (4) mishaps occurred at night. 5. How many scenarios might be weather dependent? (2) were weather dependent. 6. You mention Voice-Over, but do all scenarios require dialogue as well? Yes 7. Other than the Narrator, will all on-camera performers be CG personnel, or will there be a mix of CG personnel and professional actors? We will only use CG personnel as actors, but they must audition for their parts. 8. Other than the DVD menu and a title for each scenario. What is the requirement for graphics and/or animation? There are currently no requirements for graphics or animation since the action is live. B. Logistics 1. Can all scenarios reasonably be shot in a single defined geographic area (such as Chesapeake Bay, Long Island Sound, Northeast Coast, Southeast Coast, Gulf Coast) or are there restrictions or other reasons to visit a specific site or vessel? There are no restrictions as to the units that we can shoot other than the availability of their assets. Planning to shoot in only two locations. 2. How many scenarios do you think can/should be shot in a single 8-hr day? Maybe (2) 3. Can the production team obtain free accommodations in USCG facilities? Meals? No, they must pay for their meals. Also, there are no accommodations on base in which to stay. 4. Will the producer be responsible for any expenses related to the transportation, housing, or feeding of CG personnel? No, the CG will pay for their personnel. 5. If working on a CG vessel at sea or in port, will the CG provide meals for the crew on-board or will the producer have to make arrangements for catering? CG will provide meals for their personnel. 6. Given ?the operational commitments of the units? involved, will the CG ensure that shooting can be accomplished in normal work days, not requiring split days, overtime, weekends, etc.? Yes, except when emergencies arise. 7. CG will provide all boats or props. C. Deliverables 1. What is your requirement for DVD labeling? Packaging? For example, Screen-printed discs, generic stick-on labels, or original artwork? Individual crystal cases, paper, plastic or Tyvec sleeves, or delivered on cores (i.e., no individual packaging)? Provide labeling, crystal cases for 300 DVD's. Labels can be stick-on or screen printed. 2. There will be no closed - captioning or secondary language translations. 3. The DVDs are expected to have at least a basic menu, but a more advanced one is acceptable. 4. Price will be a factor but technical factors/approach are far more important. Proposals shall include: cost breakdown of Labor Categor(ies), Labor Hours, Labor Rates, Travel, Material, Other Direct Costs, Indirect Costs, Profit, General and Administrative Expenses, and the Total Price. The following Federal Acquisition Regulation clauses are incorporated by reference: FAR Clause 52.212-1 and FAR Clause 52.212-4.
