Description

Question: What do you expect to see in the proposal under Roles and Responsibilities? Answer: Enough information to demonstrate that the contractor understands that then emphasis of this effort is for resources to participate with the execution of the test and not to manage the test. That is a Government responsibility. Question: What is expected during the Gap: Answer: This will be explained in this amendment. There will be one base period and 2 options. See below. Question: How does pena lties and incentives apply to this effort? Answer: This is performance based. It is up to the contractor to propose incentives and penalties, but an example of a penalty could be 10% deduction off the invoice for not performing (i.e. not showing up each day, not finishing training on time, etc.). An example of incentives could be to reserve a percentage, such as 10%, of the total price for the final invoice to assess acceptable performance overall. Revised Resources: Base Period: 8/14/06 - 9/15/06 as follows: Week of 8/14/06: 8 resources to begin training; Week 8/21/06: trained resources begin testing; additional 5 resources (total 13) begin training. Week 8/28 - 9/15/06 13 resources test. Option period 1: 9/18/06 - 11/3/06 8 resources to test. Option period 2: 11/20/06 - 12/22/06 SAT. The break in time between 11/3 and 11/20/06 is to allow for installation of the software in the GTF.
