- The U.S. Army Armaments, Research, Development, and Engineering Center ??? Picatinny Center for Contracting and Commerce (ARDEC-Picatinny) has a requirement for High Gravity (Hi-G) field support and flight test efforts associated with the U.S. Army Conventional Missile and Projectile Test Programs. The scope of work will be such that the contractor must exhibit in- depth experience, knowledge, and ability to operate independently in the design, fabrication, test, and utilization of projectile and missile telemetry systems. Projectile Telemetry systems will be used to obtain in-flight data and in-bore data while experiencing acceleration forces of more than 20,000 to 50,000 g???s. It is anticipated that future tasks may involve G forces in excess of 100,000 g???s. Typical projectiles to be telemetered include 105mm, 120mm, 155mm and 8-inch projectiles. The contractor shall be required to provide field support for specific tasks which shall include the transportation of mobile vans to various sites within the Continental US, setup and checkout of mobile van systems for support operations, calibration of mobile van systems to support data collection operations at selected sites, test and qualification of flight hardware, and monitoring of launch operations. ARDEC-Picatinny intends to satisfy this requirement by awarding a sole source contract to Regents of New Mexico State University / Physical Science Lab of Las Cruces, New Mexico based on Other Than Full and Open Competition procedures utilizing the authority of 10 U.S.C. 2304 (C) (1), as implemented by FAR 6.302-1 (a) (2) (ii), only one responsible source and no other supplies or services will satisfy agency requirements. It is anticipated that the Government will issue a hybrid delivery order contract for various tasks consisting of systems engineering, fabrication, inspection, testing, documentation, instrumentation operation and system evaluation for a number of high priority, high visibility weapon system programs. The Request for Proposal (RFP) will be available electronically at the following Internet address: http://procnet.pica.army.mil on or about 15 days from the date of this announcement.
