- The general scope of work includes, but is not limited to, excavation, removal, and disposal of trash material and soil, construction of a 96 sanitary sewer bypass with gatewell, construction of a 96 drainage structure with gatewell and inlet and o utlet structures, and construction of an earthern embankment in the vicinity of the Prospect Bridge and the Bannister Federal Complex levee. Optional work consists of placement of sculptured shotcrete on the landside surface and anti-graffiti painting on both the landside and riverside surfaces of the existing floodwall surface located along Hickman Mills Drive. At this time, no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, the pre-solicitation announcement will be modified accordingly. An organized Site visit has been tentatively scheduled for 9:00, August 22, 2006 at the Prospect Ave Bridge adjacent to the project site. If there is any change to the scheduled site visit, the correct time and location will be included in the solicitation , or amendments as applicable. The estimated performance period for completion of construction is 730 calendar days from Notice to Proceed (NTP).The solicitation will be available on or about 16 August 2006 and Bids will be due on or about 2:00 14 September 2006 The solicitation, includ ing any amendments, shall establish the official opening and closing dates and times. Bids received in response to this solicitation will be evaluated in accordance with Federal Acquisition Regulations (FAR) Part 15 and award will be made to the lowest res ponsive bid from a responsible source. The North American Industry Classification Syst em (NAICS) Code for this project is 237990, with a size standard of $31.0M. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size sta ndard stated above. - - - THIS SOLICITATION WILL BE UNRESTRICTED - - - Therefore, this p roject is open to both large and small business, and proposals for all responsible sources will be considered by the agency. If a source is a large business, and the proposal exceeds $1 Million, that offeror will be required to submit a Small Business Subc ontracting Plan with goals based on percentage of total subcontracted dollars. The targeted goal percentages for this project are: Small Business, 51.2% , Small Disadvantaged Business, 8.8% , Women-Owned Small Business, 7.3% , HUB Zone Small Business, 3.1% , Service-Disabled Veteran-Owned Small Business, 1.5% , Historically Black Colleges & Universities/Minority Institutions (HBCU/MI) 13.9% .
