Description

The Fleet and Industrial Supply Center (FISC), Norfolk Contracting Department, Philadelphia Division intends to solicit on an other than full and open competition basis for the acquisition of Microsoft SQL Server 2005 Enterprise Edition Win32 English CD/DVD 1-Processor License, Part Number 810-05192 for the Office of General Counsel (OGC) of Washington Navy Yard, DC. The NAICS code is 423430 and the Small Business Standard is 100 employees. The procurement is being processed through other than full and open competition under the authority of FAR 6.302-1. The Government intends to solicit and negotiate with authorized resellers of original designer of the requisite product, Microsoft. Microsoft?s product is the only product with the capability of meeting the Government?s minimum requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. However the Government will consider all proposals received within 15 days after the date of this publication of this synopsis. The Government will not pay for information received. This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS. The RFQ number is N00140-06-Q-2555. The award of a firm fixed price purchase order is contemplated. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-06 and DFARS Change Notice 20050930. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The FISC Norfolk Contracting Department Philadelphia Division requests responses from qualified sources capable of providing: CLIN 0001, 4-EACH, Microsoft SQL Server 2005 Enterprise Edition Win32 English CD/DVD 1-Processor License, Part Number 810-05192. Qualified sources for this requirement are limited to Microsoft?s Authorized Resellers of the requisite product. Delivery is required no later than September 15, 2006 to OGC 720 Kennon Street, SE, Room 214, Washington Navy Yard, DC 20374-5012. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items including 252.227-7015 Technical Data--Commercial Items (NOV 1995) (10 U.S.C. 2320); The Year 2000 Warranty - Commercial Items applies. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Year 2000 compliant means information technology that accurately processes date/time data (including, but not limited to, calculating, comparing and sequencing) from, into and between the twentieth and twenty-first centuries, and the years 1999 and 2000, and leap year calculations. Furthermore, Year 2000 compliant information technology, when used in conjunction with other information technology, shall accurately process date/time data if the other information technology properly exchanges date/time data with it. Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. This solicitation will close at 4:00 PM EST on 16 Aug 2006. All responses are due by the closing date and time and should be marked with the RFQ Number N00140-06-Q- 2555. All responsible sources that are Microsoft authorized resellers may submit a quote which shall be considered by the agency. Quoters shall clearly specify its compliance with the exact Part Number and Description for CLIN 0001, required delivery no later than September 15, 2006 and that the quoter is a Microsoft authorized resellers along with providing a completed copy of provisions detailed herein. Award will be made to the responsible quoter that conforms to all solicitation requirements with the lowest price. Note: All information technology items must be Year 2000 compliant.
