Description

Under the authority of Federal Acquisition Regulation (FAR) SubPart 6.2 ? Full and Open Competition After Exclusion of Sources, exception FAR 6.302-1, the U.S. Office of Personnel Management (OPM) intends to award a sole source award to Sher Associates, Inc. for financial collections support services during the period September 1, 2006 through August 31, 2007. Specifically, the services required are for collections of manual bills and cash management, including downloading aged receivable files, researching and analyzing unpaid receivables, working with program office personnel to obtain background information, collecting aged receivables from customers, researching/identifying un-applied cash, and working with Center for Talent Services sales and the Office of Chief Financial Office staff to apply appropriate account codes. This notice does not constitute a formal solicitation, nor is it to be considered a Request for Quotation (RFQ) or Request for Proposal (RFP). No solicitation document is available. Telephone requests will not be honored. No award will be made on the basis of offers received in response to this notice. Any response to this notice shall show clear and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the purchase will be awarded without further notice. A determination by the Government not to compete this proposed award based on this notice is solely within the discretion of the Government.
