Description

Restrictions: This is modification 0002 to a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitut es the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number W91248-06-Q-0050 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are tho se in effect through Federal Acquisition Circular 2005-06, dated 08 June 05. NAICS is 541330; business size is $4.5M; acquisition is 100% setaside for HUBZone business. Modification 0002  Closing date is changed to read: 18 Aug 2006, 10:00 AM. Modification is issued to answer the following questions: Question 1: We are asking the government to consider the extensive experience of our candidate and his ability to obta in the national certification as being Technically Acceptable for the proposal effort. He has been studying for the ICC exam since the Market Survey was posted and is trying to schedule the testing for this week. The government is allowing 30 days after notice to proceed for the candidate to obtain the State Certifications would it be acceptable to allow this same time frame for the ICC Certification to be acquired? Answer 1: The government will allow 30-days after notice to proceed for the candidate to obtain the ICC Certification. Question2: The RFQ states the government is only going to pay for actual hours worked, but goes on to instruct offerors to bid 2,000 hrs. We are requesting clarification of both statements. Typically, we bid Productive Ho urs, and in this case would equate to the base of 2,080 hours minus 80 hours of Federal holidays and 120 hours of Personal Time Off (vacation and sick leave). Please clarify what hours are expected to be bid. Answer 2: The government will only pay for a ctual hours worked. Estimated at 2,000 hours, submit per hour rate. Question 3: The Statement of Work references the need for two Electrical Inspectors to accomplish the task, however pricing only reflects one individual. Can the government clarify the se statements? Answer 3: There are 2 Line Items with hours for Electrical Inspectors; Line Item 0001 and Line Item 0003. Contractor will be paid for actual hours worked (See paragraph 7 of the SOW). Question 4: In the Statement of Work, Sections 4.0 Government Furnished Property and Equipment and 5.0 Contractor Furnished Property and Equipment does not mention a computer. We request clarification if a computer is going to be furnished by the government or if it is required to be priced by offerors. Also, if it is going to be Contractor Furnished, what are the configuration requirements of the installation DOIM for connectivity to the Fort Campbell LAN? Answer 4: Government Furnished Property and Equipment including computers will be provided. All other terms and conditions remain unchanged.
