- The U.S. Army Contracting Center of Excellence (CCE) hereby announces its intent to award a sole source contract to FranklinCovey located at 2200 Parkway Blvd, Salt Lake City, Utah 84119-2099 to support the of the US Army Community and Family Support Center in providing training sessions on Franklin Coveys 7 Habits of Highly Effective Army Families training program to Active, Guard and Reserve Army Soldiers and their families in any of the ten (10) Army installations/sites; and later expanding to 95 Army installations/sites throughout CONUS during the life of the contract. The total period of performance for this action is four years, consisting of a 12 month base and three 12 month option periods. The statutory authority permitting this award unde r other than full and open competition is FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The proprietary exclusivity for product distribution combined with the need for a turn-key program including a custom curriculum, measurement and delivery vehicle indicates sole sourcing with FranklinCovey as the most feasible and cost effective solution in meeting the contractual requirements. FranklinCovey has created a holistic framework for increasing the overall effectiveness and quality performance of complex organizations, as well as for improving effectiveness in ones personal life with family, neighbors, and community endeavors. While the principles of this framework are universal, the unique capabilities of FranklinCoveys approach to quality and organizational performance are not replicated elsewhere in the consulting or training industry. Th erefore, it has been determined that it is in the best interest of the Government to acquire these services from FranklinCovey on a sole source basis. This notice of intent is NOT a request for competitive proposals. The Government will not issue a solicitation. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. Informati on received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Contract award is anticipated not later than 28 September 2006.
