Description
The U.S. Army Engineering & Support Center, Huntsville, intends to increase capacity of a sole-source, fixed-price contract with Washington Group International (WGI), 7800 East Union Ave., Suite 100, Denver, CO 80237 from $10,000,000 to $21,000,000. This contract is in support of the Chemical Stockpile Disposal Program (CSDP) and specifically supports the equipment and control system hardware/software systems at the four incineration sites. WGI is the only known source that has the required special ized experience in the design of the hardware and software systems with the resources capable of providing support on a timely basis. This intent to make a sole-source award pursuant to FAR 6.302-1 is NOT a request for proposals. The proposed type of con tract is an indefinite-delivery, indefinite-quantity contract. Period of performance will be October 2006 through December 2008 (includes two one-year options). The contractor will be required to support the existing Allen Bradley control hardware, desig ned and procured by WGI in the early 1990s. Many components are obsolete. The contractor will be required to maintain an approach for keeping the hardware operational. Second, the contractor will be responsible for procuring complicated hardware, inter facing this hardware with the control system, and modifying the software to integrate the new system at various sites. The contractor must have the financial resources to procure equipment for the Army and a trained staff to make the necessary modificatio ns within the required timeframe. Finally, the contractor will be responsible for programming and integrating software development between the multiple demilitarization sites. Businesses that can provide the required services are invited to submit in wri ting, within 15 business days, an affirmative response, which includes as a minimum, the proposed credentials, qualifications, past experience, and any additional information indicating bona fide ability to meet this specific requirement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Telephone requests are not acceptable.
