- This modification is to combine synopsis/solicitation for comercial items prepared in accordance with the format found in FAR subpart 12.6, as supplememted with additional information included in this notice. The solicitation constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. The solicitation number for this request is 601816Q552 and the solicitation is issued as a Request for Quotation (RFQ). This a Hub-Zone set- aside. SCOPE OF WORK AS FOLLOWS: SITE DESCRIPTION: There are three project areas. 1. Hamilton Wildland Urban Interface Area, 98 acres. 2. Stude Wildland Urban Interface Area, 68 acres. 3. Various scattered and detached tracts totaling 22 acres. The sites generally consist of flat topography to gently sloping hills, covered with eastern hardwood forest and mixed tall-grass prairie. Trees range in height from 3-40 feet and diameters of .5-30 inches. Trees are scattered and also densely grouped throughout the units. Trees are located in open grasslands, forested lands, and fence lines. Slopes are minimal. Locations are generally accessible by gravel road and parking is available for equipment and trailers. Sites are generally upland areas, but not all are well-drained. Soils are soft and muddy after rains. However, sites have the potential to dry within 3 days of moderate rainfall. Ground disturbance will be kept to a minimum due to long-term damage and recovery rates of ruts. SPECIFIC REQUIREMENTS: The following items listed below shall meet the standards and the specifications as described. Allowable Equipment: Rubber tired skid-steer or rubber tracked skid-steer with a hydraulic clipper or circular saw is preferred. Some areas are not accessible by heavy equipment and hand felling with chainsaws or similar equipment will be needed. Other equipment may also be acceptable upon approval of the Refuge Resource Management and Fire Management Staff. CLEARING TREES: The contractor shall thin (cut and scatter) eastern red cedar trees to create a defensible wildfire protection area and minimize long-range spotting potential around the WUI, as specified and summarized: Cut all eastern red cedars from immature saplings up to 30 inches DBH; Completely cut and sever the main body of the tree from the stump; Maximum stump height less than 3.0 inches; All felled trees must be limbed so that the trunk is lying on the ground; Trees felled on the edge / perimeter of the project area must be relocated and piled or scattered a distance greater than 150 feet from the edge of the burn unit; The following defects will NOT be acceptable or allowed by the Government; NO hang-up trees; NO live limbs on stumps; NO partially-cut trees; NO barber-chair trees with uncut bark and wood; NO stumps greater than 3.0 inches in height; NO missed juniper trees or saplings will be allowed; NO single or double stemmed trees greater than 9.0 inches or no-cut trees damaged or cut; NO slash is allowed to be left on any trail, road, or private property; The contractor shall be fully responsible to ensure that the terms of this contract are met and complied with, via quality control and monitoring, to ensure contract compliance. The contractor will also be fully responsible for completion of work unit areas within an acceptable manner and timely manner. Project should be completed within 120 days of award.
