Description
The Department of Defense, TRICARE Management Activity has a requirement for TRICARE Dual Eligible Fiscal Intermediary Contract, to provide claims processing and related customer support services for claims submitted by and on behalf of Military Health System (MHS) beneficiaries who are eligible for both Medicare and TRICARE benefits, for services received in the United States, Puerto Rico, Guam, the U.S.Virgin Islands, American Samoa and the Northern Mariana Islands. The contractor shall provide the expertise of medical and mental health care claims processing and its support services by incorporating and operating the best practices of the private sector in support of TRICARE. The draft solicitation, attachments and other pertinent documents will be available on the TMA website at http://www.tricare.osd.mil/contracting/healthcare/solicitations/ on or about Aug 3, 2006. Paper copies are not available for the DRAFT RFP or for the Final RFP. IMPORTANT NOTICES TO OFFERORS As allowed by FAR 15.201(c)(6), TMA intends to issue a DRAFT Request for Proposal (RFP) to which information and input relative to all aspects of the DRAFT RFP are strongly encouraged from industry, as well as other interested parties. Although it is not guaranteed that all input will form the basis of a revision of the draft RFP into the final version, industry input, to the greatest degree it can be, will be considered. Comments from industry relative to the overall acquisition strategy and/or specific provisions contained herein, are due, in writing, to the TMA Contracting Officer NLT COB August 29, 2006. Offerors shall not submit a proposal in response to this draft RFP. The Government will review comments received in response to this DRAFT RFP as expeditiously as possible. As such, the Final RFP is anticipated for release on mid September 2006. The date for receipt of proposals in response to the Final RFP is anticipated to be on or about 30 November 2006. The period of performance in the DRAFT RFP, as well as in the Final RFP, includes a 10-month transition basic period, and seven one-year options. All interested sources capable of performing this requirement will be considered. Central Contractor Registration (CCR) is required and is available at www.ccr.gov. In addition, Certifications and Representations must be available online at http://orca.bpn.gov prior to submitting a proposal.
