- NOTICE OF INTENDED SOLE SOURCE PURCHASE to Vendor: Bruce Tulgan of RainmakerThinking, Inc. 125 Lawrence Street New Haven, CT 06511. Description: The US Department of Education, Office for Civil Rights requires a keynote presentation, and facilitation of a follow-up workshop on HOT (Hands On Transactional) Management, a concept created by Bruce Tulgan of RainmakerThinking Inc. Mr. Tulgan is the founder of RainmakerThinking, Inc. Mr. Tulgan is an advisor to business leaders all over the world and a sought-after speaker, consultant, and management trainer. He is the author (or coauthor) of 15 books, including Winning the Talent Wars, Managing General X, HOT Management, Managing General Y, and Managing the Generation Mix. Mr. Tulgan was included in a Financial Times listing of the world's greatest management thinkers. Mr. Tulgan's work has been the subject of thousands of news stories and his writing has appeared in the Harvard Business Review, BusinessWeek, the New York Times, the Los Angeles Times, and USA Today. Before founding RainmakerThinking in 1993, Mr. Tulgan practiced law in New York, New York. He is a graduate of Amherst College and received his law degree from the New York University School of Law. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotations. However, all quotations received by the posted response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This request does not commit the US Department of Education to award any purchase order, to pay any costs incurred related to quotations or subsequent negotiations, if any. It is also the Offeror's responsibility to inform the US Department of Education of any present, pending or possible future conflicts of interest.
