- The Federal Aviation Administration (FAA) intends to award a single source contract in accordance with FAA AMS 3.2.2.4 to Subsystems Technology, Incorporated (STI) to provide support services for the Operations Planning, Technology Development, ATO-P. This contract will bridge a shortfall in contract support to ATO-P due to the fact that the current support contract will expire on September 30, 2006. The existing support contract was expected for a longer period of performance; however, due to circumstances beyond the control of the program office, the support will be ending September 30, 2006. Therefore a single source contract for a 9 month period of performance in the amount of $975,000 is being pursued. A follow-on competitive procurement is planned for award in FY 2007. STI is the company that has the combination of skills needed and the proven track record to satisfy the FAA's requirement to provide systems engineering support and services to ATO-P in a timely manner with no learning curve necessary. It has been determined that it is in the best interest of the FAA to acquire these engineering support services on a single source basis to STI for the following reasons: STI has direct experience in the management and technical development of multiple projects through the various stages of maturity in support of the Next Generation Air Transportation System (NGATS). One key component of NGATS development, is performing proof of concept demonstrations to provide information to further mature research solutions, demonstrate implementation alternatives and deploy early capabilities to the demand and capacity issues. STI has been instrumental in the development of service oriented architecture plans and demonstration test cases that will be utilized to conduct the evaluations and has extensive knowledge regarding national airspace service functionality which has been proven to be extremely valuable in the development of the demonstration project scenarios. STI also has unique knowledge regarding automated airborne flight alert systems, data communication management for global air traffic interoperability and future surveillance concept of operations development. STI has assisted in the maintenance of the Network Enabled Operation scripts that will be utilized in the joint agency NEO interoperability demo to improve collaboration and coordination between agencies in support of air traffic management response in a crises case. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
